Opis:V diplomski nalogi predstavljamo štipendiranje v Republiki Sloveniji in hkrati kadrovsko štipendiranje v Predilnici Litija, njune prednosti in slabosti. Zakon o štipendiranju je postavil temelje za nov sistem štipendiranja, ki sta ga dopolnila Pravilnik o dodeljevanju državnih štipendij in Pravilnik o dodeljevanju Zoisovih štipendij. Nov sistem štipendiranja seveda prinaša mnoge novosti, ki so opisane, podrobneje pa razložene v analizi. Prva pomembna sprememba je, da poleg treh vrst starih štipendij: - državne oziroma republiške, - Zoisove in - kadrovske; uvaja še dve novi vrsti štipendij, in sicer: - štipendijo za Slovence v zamejstvu in tujini ter - štipendijo za tujce. Skupaj še z nekaterimi študenti smo imeli priložnost podrobneje analizirati kadrovsko štipendiranje v tekstilnem podjetju Predilnica Litija. Torej, predstavljamo vam znano snov, vendar se o njej še vedno porajajo vprašanja in dileme. Ko smo zbirali podatke, se je pričelo novo šolsko in študijsko leto in na uradih Ministrstva za delo, družino in socialne zadeve kot tudi na Gimnaziji v Litija smo srečevali dijake in študente, ki so nam imeli marsikaj povedati o štipendiranju. Zanimivi so nadarjeni dijaki oziroma že osnovnošolci, ki polni znanja in posebnih spretnosti ter veščin zrejo v negotovo prihodnost. Večina vseh vprašanih se je po tihem in nejevoljno spraševala, kakšna prihodnost jih čaka, in ali bodo morali zapustiti našo državo v upanju za službo v tujini, ki jim bo nudila ali izpolnjevala pogoje, ki jih zahtevajo in konec koncev potrebujejo. Vse več vprašanj se pojavlja, kako nadarjene dijake in študente obdržati v naši državi, ki se spopada z vse hujšo krizo, ki jo narekuje svetovni trg. Imeli smo priložnost spoznati eno izmed nadarjenih študentk, ki je prejela Zoisovo štipendijo za posebno nadarjenost za jezike. Sedaj že nekaj let gospa Metka Rems poučuje na fakulteti in sodeluje v povezovanju Nizozemske in Slovenije. Zaupala nam je, da se je večkrat soočala z vprašanjem, ali iskati službo v tujini. Vendar smo dobili občutek, da je bilo v prvih letih po osamosvojitvi lažje, predvsem pa varneje, saj se država ni tako bala izgubiti tako dragocene mlade kadre. V tem trenutku je situacija dokaj resna, vse več fakultetno izobraženih ljudi išče svojo prvo zaposlitev, hkrati pa obstajajo ljudje, ki nimajo končane srednje šole in so ostali brez zaposlitve. Zaradi »požrešnežev«, ki so večinoma jemali in ne dajali, so v resni situaciji, poleg tega so nekateri presegli starostno mejo, ki bi jim omogočala, da bi se lahko enakovredno z drugimi potegovali za zaposlitev na trgu dela. Lahko trdimo, da nekaterim gigantom ustreza gospodarska kriza, saj lahko na edinstven način rešijo kadrovsko problematiko, hkrati bodo mladi, ki so bili njihovi štipendisti, ostali ob koncu šolanja praznih rok. Vendar po skrbnem premisleku se delodajalci, ki so financirali šolanje določenega dijaka ali študenta, ne bodo zlahka odpovedali vsoti, ki so jo namenili v ta namen, čeprav je denar v veliki večini prispevala država z raznimi oblikami subvencij oz. denarnih pomoči pri zaposlovanju mladih kadrov.

Naslov:SCOLARSHIP ANALYSIS IN PREDILNICA LITIJA
Opis:In the following research project a system of scholarship funds in Republic of Slovenia will be presented, as well as the benefits and weaknesses of so called »cader« scholarship in spinnery plant Predilnica Litija. The Act of Scholarship Funds in Republic of Slovenia set the grounds for a whole new system of scholarship grants, which was later supplemented with the Regulations of a state scholarship assignment and Zois scholarship assignment. This new system brings many novelties that are clearly and fully described in analysis. The first major distinction of a new scholarship funding is that it brings two brand new types of foundations. In addition to the state, Zois and cader scholarship it introduces a scholarship for Slovenes abroad and a scholarship for foreigners living in Republic of Slovenia. In this work the detailed analysis of a cader scholarship in textile plant Predilnica Litija is presented. As it is shown, many unanswered questions and dilemmas still remain. This study took place right about the time, when a new school year began. It was very interesting to hear different opinions on this theme from gifted pupils and students that were included in the survey. Majority of them looked upon their career future with uncertainty and great deal of doubt, wondering whether they will be able to find a fulfiling and challenging job in this country or abroad. Many emerging questions are directly connected to the problems of preventing the brain-drain effect, under existing global market conditions which are dictated by a world crisis-ridden economy and employment policy. We had a chance of meeting Mrs. Metka Rems, an ex Zois scholar, who earned her scholarship on behalf of her extraordinary talent for foreign languages. She is a lecturer on a university for many years now and an active coordinater in a Slovene – Dutch relationships. In an interview she stated that she was confronted with a dilemma of leaving the country to a better job offer, several times. However, her testimony indicates that immediately (and a first few years) after Slovenian independence the brain-drain effect was less significant and almost imperceptible, largely due to establishment of a new state apparatus. At this moment the situation is much too serious, as there are more and more people with the highest education degree in a fruitless search for their first job, and - on the other hand – an unemployed population of secondary school graduates as well as ungraduates. Because of a system that enabled »greedy« management just to take and not to give, the people mentioned above are in an unenviable position; in addition to that many of them already surpassed the age limit which would still make them possible to equally participate on an employment market. It looks like the global economy crisis suits some big corporations well, because it allows them to create their own employment policy in a sense of not hiring the graduates they partially supported during their study. On the other hand, the employers that provided scholarships for certain students won't easily give up on funds they invested, although the state itself with various forms of subsidization and social money transfers carried more than a fair share.
