Title:Kmetje in kriminaliteta v občini Puconci : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Ob besedi kriminaliteta se nam lahko postavlja veliko vprašanj. Ali je kriminaliteta na podeželju sploh prisotna, v našem primeru na kmetijah? Kakšna kazniva dejanja se lahko zgodijo na kmetijah? Kdo so storilci? Odgovore na ta vprašanja smo želeli poiskati v diplomskem delu. Zaradi neposrednega stika s podeželjem in zaposlitvijo v policiji je bila izbrana tema še toliko bolj zanimiva. Zmotno je mišljenje, da se kriminaliteta na podeželju ne dogaja. Res je, da je tega v urbanem okolju več, ampak je prisotna tudi v ruralnem okolju. Velikokrat pride do kaznivega dejanja, vendar kmetje in ostali prebivalci na podeželju teh kaznivih dejanj ne prijavijo organom pregona. Razlogov za to je lahko več, morebiti zaradi strahu pred storilci, slabih medsosedskih odnosov, tudi veliko drugih dejavnikov lahko vpliva na to odločitev. V okviru zaključnega dela smo izvedli raziskavo na kmetijah v vseh vaseh v občini Puconci. Uporabili smo metodo anketiranja (papir in svinčnik). Zanimalo nas je predvsem, kakšne izkušnje imajo s kriminaliteto na njihovih kmetijah, v kakšnem obsegu je prisotna, in njihovo zadovoljstvo z delom policije. Analize so pokazale, da je kriminaliteta prisotna na kmetijah v občini Puconci, vendar ne v velikem obsegu. Najbolj izstopa premoženjska kriminaliteta, sledijo ji kršitve zaradi prehitre vožnje, pijančevanja, mučenja živali ter kršenje javnega reda in miru. Glede na to, da žal, število kmetij v Pomurju strmo upada, se pa kljub temu na teh kmetijah dogajajo kazniva dejanja, bi bilo smiselno, da se čim več kršitev prijavi policiji, ki lahko pomaga. Da ima potem še tistih malo kmetov, ki kljub slabim razmeram vztrajajo v tej dejavnosti, čim manj posledic, tako finančnih kot psihičnih in da tako ohranjajo še naprej voljo do kmetovanja in domače samooskrbe.

Title:Farmers and crime in Puconci municipality
Abstract:Many questions can be asked when we hear the word criminality. Is crime even present in the countryside, in our case on farms? What crimes can happen on farms? Who are the perpetrators? We wanted to find the answers to these questions in the thesis. Due to direct contact with the countryside and employment in the police, the chosen topic was all the more enjoyable. It is a misconception that crime does not occur in rural areas. There is more of this in the urban than the rural environment. Often, a crime occurs, but farmers and other rural residents do not report these crimes to law enforcement. There can be several reasons for this, possibly due to fear of perpetrators, bad relations between neighbours, and many other factors that can also influence this decision. As part of the final work, we conducted a survey on farms in all villages in the municipality of Puconci. We used the survey method (paper and pencil). We were mainly interested in their experiences with crime on their farms, to what extent it is present, and their satisfaction with the work of the police. Analysis has shown that crime is present on farms in the municipality of Puconci, but not on a large scale. Property crime stands out the most, followed by violations due to speeding, drunkenness, animal cruelty, and violation of public order and peace. Given that, unfortunately, the number of farms in Pomurje is declining sharply. However, crimes still occur on these farms, so it would make sense for as many violations as possible to be reported to the police, who can help. So the few farmers who persist in this activity, despite the stormy conditions, have as few consequences as possible, both financial and psychological, and thus continue to maintain the will to farm and domestic self-sufficiency.
