Title:Kriminaliteta in policijska dejavnost v ruralnem okolju : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Ruralno okolje je oddaljeno od urbanih mestnih središč, zanj je značilno predvsem, da ima manjše število prebivalcev ter da so družbene vezi močne, kar ustvarja specifične pogoje za družbeno nadzorstvo. Prebivalci lokalnih skupnostih se med seboj dobro poznajo in so pogosto v tesnih stikih, kar vpliva na dinamiko varnostnih razmer. V diplomski nalogi smo preučevali kriminaliteto in policijsko dejavnost v ruralnih okoljih, pri čemer smo se osredotočili na razlike v stopnji kriminalitete med ruralnimi in urbanimi območji, kako policija prilagaja svojo dejavnost tem območjem ter kako lokalni prebivalci dojamejo in se soočajo s kriminaliteto v svojem okolju. Ugotovili smo, da je v ruralnih okoljih zaznana manjša stopnja prijavljene kriminalitete, vendar se zdi, da to lahko odraža prisotnost t. i. sivega polja, kjer zaradi nepoznavanja zakonodaje ali nezaupanja v pravosodni sistem prebivalci ne prijavljajo kaznivih dejanj. Pogosto se raje odločajo za samostojno reševanje težav, brez vključevanja policije ali drugih varnostnih organov. Da bi izboljšali prijavljanje kaznivih dejanj in s tem zmanjševali sivo polje, bi bilo treba ljudi ozaveščati o pravicah in postopkih prijave ter s tem tudi okrepiti zaupanje v pravosodni sistem, poleg tega pa spodbujati tesnejše stike med lokalnim prebivalstvom in policijo ter drugimi varnostnimi organi.

Title:Crime and rural policing
Abstract:Rural areas are distant from urban centers, and are characterized primarily by smaller populations and strong social ties, which create specific conditions for social control. In local communities, residents know each other well and are often in close contact, which affects the dynamics of security conditions. In our thesis, we studied crime and police activity in rural areas, focusing on differences in crime rates between rural and urban areas, how police adjust their activities to these areas, and how local residents perceive and cope with crime in their environment. We found that reported crime rates are lower in rural areas. However, this seems to reflect the presence of what is known as the gray area, where residents, due to lack of knowledge about the law or distrust in the justice system, do not report crimes. They often prefer to resolve issues independently without involving the police or other security agencies. To improve the reporting of crimes and reduce the gray area, it is necessary to raise awareness about rights and reporting procedures and thereby strengthen trust in the justice system. Additionally, promoting closer interactions between the local population and the police and other security agencies would be beneficial.
