Title:Mučenje živali - urbani in ruralni vidiki : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Mučenje živali je le eno od mnogih nezakonitih dejanj, ki se ga danes mnogi še vedno poslužujejo in je prisotno tako v urbanih kot ruralnih območjih. Velik problem pri mučenju živali je, da živali same niso zmožne podati prijave. Zaradi nezmožnosti neposredne komunikacije je njihovo trpljenje velikokrat spregledano in nerazumljeno. Odkrivanje tovrstnih kaznivih dejanj se z leti izboljšuje, a so zaradi skope zakonodaje še vedno in redko ustrezno sankcionirana. Namen pričujočega diplomskega dela je predstaviti problematiko mučenja živali in proučiti, ali obstajajo razlike mučenja živali med mestnim in podeželskim okoljem. V teoretičnem delu smo opisali pravno ureditev na področju varovanja živali v Sloveniji, ki bi se morala poostriti, saj so živali še vedno obravnavane kot naša lastnina. Opisali smo tudi najpogostejše oblike mučenja domačih in rejnih živali, psihološko ozadje mučenja živali in društva, ki se v okviru svojih pristojnosti zavzemajo za zaustavitev tovrstnih kaznivih dejanj. V empiričnem delu smo opravili intervju z veterinarskim strokovnjakom, ki se z oblikami mučenja živali srečuje že več kot trideset let. V ospredje smo postavili njegove izkušnje in pogled na problematiko. Ugotovili smo, da so moški, starejši od štirideset let, najpogostejši mučitelji živali. Izvedeli smo tudi, da mučenje prevladuje v ruralnem okolju, kar pa ne pomeni, da v urbanem okolju ni prisotno. K boljšemu ukrepanju bi lahko pripomogli sprememba zakonodaje in boljša informiranost javnosti glede mučenja živali. Najpogostejša oblika mučenja živali je zanemarjanje, do katere največkrat pride ravno zaradi neustreznega in pomanjkljivega znanja, kako za žival skrbeti, ter zaradi finančne stiske skrbnikov živali.

Title:Animal abuse - urban and rural perspectives
Abstract:Animal torture is just one of the many illegal acts that are still practised by many people today, in both urban and rural areas. A major problem with animal torture is the animals themselves are not able to report it. Their suffering is often overlooked and misunderstood because of their inability to communicate directly. Detection of such crimes has improved over the years, but due to the scarcity of legislation, they are rarely adequately sanctioned. The aim of this thesis is to present the issue of animal torture and to understand the differences between torture in urban and rural environments. In the theoretical part, we described the legal framework in the field of animal protection in Slovenia, which should be strengthened, as animals are still treated as our property. We also described the most common forms of torture of domestic and farm animals, the psychological background of animal torture, and the associations that are working within their remit to stop such crimes. In the empirical part, we interviewed a veterinary expert who has been dealing with forms of animal abuse for more than thirty years. We have focused on his experience and his view of the problem itself. We found that men over the age of forty are the most frequent torturers of animals. We also learned that torture is prevalent in rural areas, but that does not mean that it is absent in urban areas. Better action could be taken through changes in legislation and better public awareness of animal torture. The most common form of animal torture is neglect, which is most often caused by inadequate and insufficient knowledge of how to care for the animal and by the financial hardship of the animal's caretakers.
