Title:Čezmejno policijsko sodelovanje med Slovenijo in Italijo: primer Policijske uprave Koper : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:V diplomskem delu smo opredelili in prikazali oblike čezmejnega policijskega sodelovanje z Republiko Italijo, katerih podlaga temelji na določilih Zakona o ratifikaciji sporazuma med Vlado Republike Slovenije in Vlado Italijanske republike o čezmejnem policijskem sodelovanju. Oblike sodelovanja smo prikazali na primeru Policijske uprave Koper. Predstavili smo najpogostejše primere splošnih oblik policijskega sodelovanja, kamor sodijo zaprosila za podatke o lastništvu vseh vrst vozil, stalnega in začasnega prebivališča, itd., kot tudi najpogostejše primere posebnih oblik policijskega sodelovanja, kamor so uvrščene različne oblike čezmejnega opazovanja in sledenja, kontrole pošiljk, delo v mešanih patruljah ter uporaba zračnih in vodnih plovil. S primeri splošnih oblik sodelovanja se srečujemo vsakodnevno in potekajo v veliki večini po elektronski pošti, saj ne gre za nujne operativne naloge, ki bi zahtevale takojšnje interveniranje. Popolnoma drugačen pristop pa zahtevajo primeri posebnih oblik policijskega sodelovanja, saj se večinoma zgodijo hipno, brez v naprej načrtovanega oz. predvidenega odvijanja dogodkov. Zaradi tega so operativno bistveno nevarnejši, zahtevnejši, vendar toliko bolj zanimivi. Zaradi tega smo v diplomskem delu poseben poudarek namenili čezmejnemu policijskemu zasledovanju v druge namene. Ugotovitve kažejo, da gre pri takšnem zasledovanju v veliki meri za zasledovanje storilcev kaznivih dejanj, ki so bili naključno ali po obvestilu zaloteni pri izvrševanju kaznivega dejanja ali neposredno po njegovi izvršitvi. Prav tako smo ugotovili, da je dejanskega zasledovanja zaradi izognitve policijski kontroli zelo malo oziroma ga skoraj ni. Kriminaliteta ne pozna državnih meja in ukinitev kontrole na notranjih schengenskih mejah je slednje le še potrdilo. Čezmejno policijsko sodelovanje pa se ne zaključi pri zatiranji kriminalitete ampak se kaže tudi ob naravnih in drugih nesrečah večjega obsega. Najpogostejše so hujše prometne nesreče na glavnih prometnih povezavah ob skupni državni meji, poplave, požari, itd. Izredno lepemu primeru takega sodelovanja smo bili priča julija 2022 ob doslej največjemu požaru v Republiki Sloveniji, požaru na Krasu. Slednji se je v določenih dneh širil na območje Republike Italije in obratno tako, da so pri gašenju, evakuaciji prebivalcev, usmerjanju prometa, itd., sodelovale policijske enote ter druge varnostne strukture obeh držav. Zaradi pomembnosti slednje oblike omoči, smo v diplomski nalogi pozornost namenili tudi temu.

Title:Cross-border police cooperation between Slovenia and Italy: the case of the Koper police department
Abstract:In the thesis, we defined and demonstrated the forms of cross-border police cooperation with the Republic of Italy, the basis of which is based on the provisions of the Act on Ratification of the Agreement between the Government of the Republic of Slovenia and the Government of the Italian Republic on cross-border police cooperation. We have shown the forms of cooperation on the example of the Koper Police Department. We have presented the most common examples of general forms of police cooperation, as well as the most common examples of special forms of police cooperation. We encounter examples of general forms of cooperation on a daily basis, and they are mostly carried out by e-mail, as they are not urgent operational tasks that would require immediate intervention. A completely different approach is required in cases of special forms of police cooperation, as they mostly happen suddenly, without planning in advance or planned course of events. Because of this, they are operationally significantly more dangerous, more demanding, but all the more interesting. For this reason, in the thesis, we put special emphasis on cross-border police pursuit for other purposes. The findings show that such pursuits are to a large extent the pursuit of criminals. Cross-border police cooperation does not end with the suppression of crime, but is also manifested during natural and other large-scale disasters. The most common are serious traffic accidents on the main transport links along the common state border, floods, fires, etc. We witnessed an extremely good example of such cooperation in July 2022 during the largest fire in the Republic of Slovenia to date, the fire in the Karst. On certain days, the latter spread to the territory of the Republic of Italy and vice versa, so that police units and other security structures of both countries participated in extinguishing, evacuating residents, directing traffic, etc. Due to the importance of the latter form of moisture, we also paid attention to it in the diploma thesis.
