Title:Dovzetnost občinskih uradnikov za kriminaliteto belega ovratnika : magistrsko delo

Abstract:Kriminaliteta belega ovratnike je čedalje bolj pereča tema. Prvič je bila poimenovana leta 1983 s strani Edwina Sutherlanda in od takrat naprej se o njej veliko piše. V magistrski nalogi smo se osredotočili predvsem na kriminaliteto belega ovratnika, ki jo lahko zagrešijo občinski uradniki. Občinski uradniki lahko pri kriminaliteti belega ovratnika sodelujejo z različnimi kaznivimi dejanji. Najbolj pogosta kazniva dejanja s področja kriminalitete belega ovratnika, ki jih zagrešijo občinski uradniki so: sprejetja darila, korupcija, sprejem podkupnin, falsifikacija dokumentov, pranje denarja, davčna utaja, zloraba položaja, goljufije pri javnih naročilih in podkupovanje. Največji motiv takšne vrste kriminalitete je pridobitev denarja. Takšna vrsta kriminalitete v javni upravi je zelo škodljiva za celo državo, saj s(m)o neposredne žrtve vsi državljani. Magistrska naloga je sestavljena iz dveh delov. Prvi del je teoretičen. V njem smo opisali kriminaliteto na splošno. Nato smo prešli na kriminaliteto belega ovratnika in korupcijo. Ker smo se osredotočili na dovzetnost občinskih uradnikov za kriminaliteto belega ovratnika smo pisali o javni upravi na splošno in bolj podrobno o lokalni samoupravi in občinskih uradnikih. Drugi del magistrske naloge je raziskovalen. Za začetek smo naredili kratko opisno statistiko vsek kaznivih dejanj storjenih s strani uradnikov v letu 2022. Za potrebe magistrskega dela smo pripravili anketni vprašalnik v katerem smo spraševali anketirance o dovzetnosti občinskih uradnikov za kriminaliteto belega ovratnika. Glavne ugotovitve tega dela so, da je kriminaliteta belega ovratnika bolj poznana med ljudmi kot smo predvidevali. Izkazalo se je, da približno polovica anketirancev pozna kriminaliteto belega ovratnika Ugotovili smo tudi, da stopnja izobrazbe ne igra vloge pri mnenju anketirancev o dovzetnosti občinskih uradnikov za kriminaliteto belega ovratnika. Prav tako smo ugotovili, da imajo anketiranci, ki prihajajo iz mestnih občin slabše mnenje o dovzetnosti občinskih uradnikov za kriminaliteto belega ovratnika kot anketiranci, ki prihajajo iz nemestnih občin.

Title:Susceptibility of municipal officials for white collar crimes
Abstract:White collar crime is an increasingly serious matter. It was first named as white collar crime in 1983 from Edwin Sutherland and from there on a lot is being written about it. In my masters thesis we predominantly focused on white collar crime, that is being carried out by municipal officials. Municipal officicals can partake in white collar crimes with different criminal offenses. Most common criminal offenses in white collar crimes carried out by muninical officials are receiving gifts, coruption, accepting bribes, falsification of documents, money laundering, tax evasion, misuse of power or authority, frauding public orders and bribing. The biggest motive of this kind of crime is obtaining money. This kind of crime in public sector is really hurtful for the whole country, as we citizens are all direct victims of it. Masters thesis is conducted of two parts. The first part is purely theoretical. In it we wrote about the crime generally. Then we wote about the white collar crime and coruption. Because we focused on susceptibility of municipal officicals for white collar crimes we wrote about the public sector in generally and more thouroughly about local government and municipal officials. At the start of the exploratory part we first conducted an analysis of criminal offenses by officials in the year 2022. For the porpuse of this masters thesis we made a survey questionnare where we asked the participants about the susceptibility of municipal officials for white collar crimes. Main findings of this thesis are that white collar crimes are more known amongst people that we have thought. It turned out that roughly half of the participants know what white collar crimes are. We examined that the level of education does not play a part in opinions of participants to susceptibility of municipal officials for white collar crimes. We also examined that the participants who come from city municils have a worse opinion for susceptibilty of municipal officials for white collar crimes than those who live in non-city municils.
