Title:Javna naročila in korupcija v javni upravi : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Korupcija na splošno predstavlja velike težave v gospodarstvu, upravi države in državnemu proračunu. Vzrokov za nastanek korupcije je več. Največkrat gre za pohlep po večanju lastnega premoženja, ljudje strmijo v prihodnost in si nabirajo rezerve na več področjih, ki jih bodo izkoristili kasneje. Želja po vse večjih dobičkih vodi takšne ljudi v propad, toda to ljudi ne ustavi, da bi s takšnim početjem prenehali ali pa z njim sploh ne bi pričeli. Poleg pohlepa v korupcijo vodijo želja po moči, obvladovanju pomembnih področij v državi, tekmovanje za politična mesta. Politične stranke s svojim kadrom vplivajo na rezultate javnih razpisov, prilagajajo zakonodajo, ki gre v prid le peščici, in poskrbijo, da sebi omogočijo boljši jutri. Korupcija pri javnih naročilih je eden največjih problemov zaznavanja le-te zaradi vseh zakonov, postopkov in določil, ki se jih je treba držati pri izvajanju javnega naročila. Poznanstva in usluge vodijo do visokih položajev, vse skupaj pa je le tekma za ponudnike, kdo bo izvajal storitve za velikega povpraševalca. Večji kot je projekt, več kot je zahtevanih postopkov pri izvedbi, tem večje so možnosti, da bo prišlo do korupcije. Nemogoče je nadzorovati vse vpletene ljudi pri velikih projektih, saj je v njih je vpetih toliko različnih oseb, da se niti ne ve, koliko jih je vse skupaj, ter koliko jih v ozadju stoji za njimi. Najhuje pa je nezavedanje, da s takšnim početjem ljudje rušijo moč države, njeno sposobnost pri izpolnjevanju potrebnih nalog in sposobnost priprave na prihodnost. Vsako leto se srečujemo s podobnimi številkami izgube denarja, za katerega ni razlage, kje je bil porabljen. Varnostni organi dnevno preiskujejo področja in poskušajo odkriti krivce za korupcijo, toda večkrat je konec neuspešen, pot se zaključi, sledi naprej več ni. Naloga vseh državljanov bi morala biti odgovorno ravnanje z državnimi resursi, ne pa z načrtovanjem, kje se bo ponudila možnost protipravne pridobitve premoženja.

Title:Public procurement and corruption in the public system
Abstract:¬¬¬¬¬¬¬¬Corruption has a significant impact on a country's economy, state administration and budget. There are a lot of reasons why corruption exists. A constant need for more profit is what leads people to destruction, however it does not stop them from being corrupted. It's not just greediness that drives corrupted people, it's also an urge to become powerful, to have control over certain spheres of a country. Political parties sometimes influence public procurements or legislation in a way that only certain people benefit from it. Corruption in public procurements is one of the most challenging to detect – it involves a number of laws, processes and statutory provisions. A public procurement is a kind of a competition for the contractors – they all want to be chosen and knowing the right people will get your foot through the door. The bigger the project is the more processes are conneceted to the execution of a job, which leads to a bigger possibility for corruption. When a bigger project is being done it is impossible to keep an eye on all of the people involved. Not a lot of people are aware that corruption effects the state's power, it's ability to fulfil certain assignement and to prepare for the future. Each year a similiar amount of a budget goes missing. Security agencies do a lot of work in trying to find the ones that are responsible, but are not always succesfull in doing so.
