Title:Bančna luknja v Sloveniji : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Bančna luknja, ki je nastala že pred leti, je še vedno del vsakdanjih vprašanj tako politike kot tudi širše družbe. Na njen nastanek so vplivali zlasti tako finančna in gospodarska kriza, slab nadzor v bankah in slabi krediti. Prav tako je bančna luknja nastala kot posledica gospodarske kriminalitete. Čeprav se je mnogo specializiranih teles ukvarjalo s tem vprašanjem, je težko določiti, kaj je pravzaprav pripeljalo do takšnega kaotičnega stanja v slovenskih bankah. Velik izziv jim je bil ugotoviti dejanskega krivca za nastanek bančne luknje. Del odgovornosti nosi tudi politična oblast, ki je v tedanjih največjih bankah imenovala nadzorne svete bank, ti pa kasneje njihove uprave. Odgovornost za njen nastanek nosi tudi Banka Slovenije, ki z nadzorom ni preprečevala ali opozarjala na storjene napake tako uslužbencev kot tudi vodilnih. Od prve bančne sanacije v samostojni državi se ni veliko spremenilo. Tisti, ki so bili zanjo odgovorni, niso bili nikoli kaznovani oziroma obsojeni in so ostali na pomembnih položajih tudi do druge bančne luknje. Organi pregona so skupaj s tožilstvom ter komisijo, ki je preiskovala nastanek le te, naredili ogromen korak naprej pri preiskovanju tako gospodarske kot finančne kriminalitete, ki sta vplivali na stanje v bankah. Dejansko stanje v bankah je bilo ugotovljeno s stresnimi testi, ki so jih opravili strokovnjaki v letu 2013. S pomočjo stresnih testov je bilo ugotovljeno, da so bile banke v večmilijardnih izgubah, kar so najbolj občutili davkoplačevalci, država pa se je zadolžila pri Evropski centralni banki. Stresni testi so potekali po osnovnem in neugodnem scenariju, ki je predvidel padec gospodarske rasti.

Title:Banking hole in Slovenia
Abstract:The banking hole, which was created years ago, is still part of everyday issues, both in politics and in society at large. The financial and economic crisis, poor supervision in banks and bad loans have all played a role in its creation. The banking hole was also created as a result of economic criminality. Although many specialised bodies have dealt with this issue, it is difficult to determine what actually led to this chaotic situation in Slovenian banks. It has been a major challenge for them to identify the real culprit behind the banking hole. Part of the responsibility also lies with the political authorities, who appointed the supervisory boards of the banks, and later their management boards, in the largest banks of the time. The Bank of Slovenia also bears responsibility for the creation of the hole, since its supervision failed to prevent or point out the mistakes made by its staff and managers. Not much has changed since the first bank bail-out in the independent state. Those responsible were never punished or convicted and remained in important positions until the second banking bailout. The law enforcement authorities, together with the prosecutor's office and the commission that investigated its creation, took a giant step forward in investigating both the economic and financial crimes that affected the situation in the banks. The actual state of the banks was established by stress tests carried out by experts in 2013. The stress tests showed that the banks were losing billions of euros, which was felt most by the taxpayer, while the State was in debt to the European Central Bank. The stress tests were carried out under a baseline and a worst-case scenario, which assumed a fall in economic growth.
