Title:Odnos slovenske družbe do odvisnikov od prepovedanih drog : diplomsko delo univerzitetnega študijskega programa Informacijska varnost

Abstract:Trend uporabe prepovedanih substanc med Slovenci se v zadnjih letih izrazito povečuje, a je tema odvisnosti še vedno slabo prisotna v vsakdanu ter kot taka ostaja stigmatizirana, kar je velikokrat razlog, da si trpeči za posledicami odvisnosti ne poiščejo pomoči oz. niti ne vedno, kje bi jo dobili. Zaradi težav v vsakdanu in iskanju utehe, želje po novih izkušnjah in iz drugih razlogov si veliko ljudi rešitev išče prav v drogah. Slovenija je podpisnica nekaterih konvencij, ki v sklopu s pravnim redom Evropske unije postavljajo temelje za izvajanje programov s področja preprečevanja rabe in zmanjševanja škode zaradi prepovedanih drog. Prav tako imamo v veljavi strategijo za obdobje 2021–2025 – Resolucijo o nacionalnem programu na področju drog, ki se načrtuje in obnovi vsaka 4 leta že od 1992. Glede na evalvacijo Nacionalnega programa za 2014–2020 se uporabniki in odvisniki še vedno srečujejo s hudo stigmo in si želijo dostopnejše pomoči s strani javno financiranih in bolje organiziranih programov. Prav tako se kažejo pomanjkljivosti v programu preventivnega izobraževanja o drogah. Zadnji 2 leti življenja je ves svet močno zaznamovala epidemija koronavirusa in čez noč postavila na glavo družbene vrednote in dogajanje. Po poročanju različnih raziskav je že prvi val močno vplival na uporabnike predvsem z vidika dostopnosti pomoči in materialov za varno uporabo drog. Nevladne organizacije so v Sloveniji v tem obdobju začele izvajanje aktivnosti, ki so lahko potekale znotraj ukrepov in priporočil države. Spremembe na trgu z drogami so bile zaznane, a ne v visoki meri. V povprečju lahko sklenemo, da se zaradi epidemije navade uporabnikov niso spremenile v opazni meri, je pa stanje zamrznilo že tako težko dostopne programe pomoči, ki so jih nevladne organizacije sicer uspele izvajati, kolikor je bilo mogoče, in poiskati nove načine svetovanja in informiranja uporabnikov.

Title:Attitude of slovene society towards drug addicts
Abstract:The trend of use of illegal substances among Slovene population has been increasing in recent years, but the topic of addiction is still poorly present in everyday life and as such remains stigmatized, which is often the reason why sufferers do not seek help or don't even know where to get it. Because of problems they face in everyday life and in the search for comfort, the desire for new experiences and for many other reasons, people seek for answers to their problems in drugs. Slovenia has signed certain conventions which, in accordance with the legal order of European union, lay the foundations for the implementation of programs in the field of drug prevention and reduction due to illegal drugs. Slovenia also accepted the strategy for the period 2021-2025 - Resolution on the National Program in the field of drugs, which is renewed every 4 years since 1992. According to the evaluation of the National Program for 2014-2020, users and addicts still face severe stigma and want more accessible help from publicly funded and better organized programs. There are also shortcomings in the drug prevention education programs. The last 2 years of life have been strongly marked by the Corona Virus epidemic which changed social values and public life overnight. According to various studies, the first wave has already had a strong impact on users, especially in terms of access to help and clean materials (such as needles) for drug use. In this period, non-governmental organizations in Slovenia began to implement activities that they could carry out due to state measures and recommendations. Changes in the drug market have been detected, but not to a large extent. On average, we can conclude that the epidemic has not changed the habits of users significantly, but the situation has exposed the already difficult to access assistance programs, which NGOs have managed to implement as much as possible and sought new ways to advise and inform users.
