Title:Regijsko oblikovanje skrbi za najmlajše otroke s posebnimi potrebami : magistrsko delo

Abstract:Magistrsko delo zajema področje vzgoje in izobraževanja otrok s posebnimi potrebami v predšolskem obdobju. Osredotočili smo se na temo o smiselnosti ustanovitve razvojnega oddelku vrtca v delu Savinjske regije. Na tem območju šestih krajevnih uradov, med katere spadajo Šmarje pri Jelšah, Rogaška Slatina, Rogatec, Podčetrtek, Bistrica ob Sotli in Kozje, ni razvojnega oddelka vrtca. Že leta se ta potreba močno kaže, a do realizacije ne pride. Tema je aktualna, saj je število otrok v rednih oddelkih vrtca v upadanju in se oddelki iz leta v leto zmanjšujejo, obenem pa je število otrok s posebnimi potrebami konstantno. V teoretičnem delu naloge smo definirali kadrovske ter materialne pogoje in preverili zakonsko podlago o tem, katere pogoje je potrebno izpolnjevati za odprtje razvojnega oddelka. Presodili smo situacijo, katere od teh pogojev že dosegamo. V empiričnem delu smo preverili število otrok s posebnimi potrebami na območju upravne enote Šmarje pri Jelšah, ki vrtec že obiskujejo, a bi v tem programu njihov celosten razvoj potekal še bolje. Na podlagi intervjujev smo podali odnos strokovnjakov, ki delajo z njimi, do razvojnega oddelka vrtca in odnos dotičnih staršev otrok s posebnimi potrebami ter njihovo pripravljenost do vključitve svojega otroka vanj. Ugotovili smo, da je odnos strokovnjakov zelo naklonjen ideji o odprtju razvojnega oddelka. Tudi starši imajo pozitivno stališče, a za vključitev je potrebna še večja bližina le tega.

Title:Regional formation of care for the youngest children with special needs
Abstract:The thesis covers the field of education of children with special needs in the preschool period. The focus falls on the topic of prudence with the formation of a kindergarten development department in a part of the Savinjska region. There is no kindergarten development department in this local area of six municiaplities, Šmarje pri Jelšah, Rogaška Slatina, Rogatec, Podčetrtek, Bistrica ob Sotli and Kozje. For years, this need has been strong, but it has not been realized yet. The topic is relevant, as the number of children in regular kindergarten departments is declining and the number of classes is decreasing from year to year, while the number of children with special needs is constant. The theoretical part of the thesis defines the personnel and material conditions and analyses the legal basis for the conditions to be met to open a development department. It also includes the assessment of the situation, which of these requirements are already met. In the empirical part, the number of children with special needs in the area of the administrative unit Šmarje pri Jelšah, who already attend kindergarten, has been checked, and whose overall development would increase by this program. Based on the interviews, the attitude of the professionals who work with them towards the development department of the kindergarten has been shown together with the attitude of the parents of children with special needs and their willingness to include their child in it. It has been established that the experts are very supportive of the idea of opening a development department. Parents have also shown a positive attitude, but even greater proximity is needed for the inclusion.
