Abstract:
Kibernetska varnost pametnih omrežij predstavlja kompleksen pristop zagotavljanja varnosti pametnim omrežij, ki pri svojem delovanju uporabljajo sodobne informacijsko-komunikacijske tehnologije (v nadaljevanju besedila IKT) ter zaradi današnjega tehnološkega napredka postajajo realnost. Medsebojna povezanost pametnih omrežij, kot dela elektroenergetskih sistemov, ter integrirana uporaba sodobnih IKT, ki služijo za prenos informacij v omrežjih, komuniciranju med elementi omrežij ter upravljanju in nadzoru omrežij, predstavljajo organizacijam velik varnostno-funkcionalni izziv, saj so takšni sistemi opredeljeni kot deli kritične infrastrukture posamezne države. Varovanje takšnih kompleksnih omrežij ter sočasno zoperstavljenje sodobnim kibernetsko-hibridnim grožnjam v današnjem dinamičnem svetu s strani različnih akterjev zahteva od organizacij vzpostavitev sodobnih kibernetskih varovalnih mehanizmov, ki morajo biti sposobna obvarovati pametna omrežja pred sodobnimi tehnikami kibernetskih napadov in groženj, katerih namen je povzročiti težave v njihovem delovanju ali pa jih v končnem cilju tudi onesposobiti. Zoperstavljenje sodobnim kibernetskim grožnjam ob uporabi sodobnih IKT v kibernetskem prostoru pa zahteva od organizacij sprejem multidisciplinarnih ukrepov na vertikalni in horizontalni ravni znotraj same organizacije. Tovrstni ukrepi morajo poleg pomembnih varnostnih področij znotraj organizacije zajemati tudi vsa ostala področja, pomembna za upravljanje in ocenjevanje varnostnih tveganj ter izvajanje rednih penetracijskih testov v pametnih omrežij, ki v kombinaciji z ostalimi varnostnimi mehanizmi podajo vpogled dejanskega nivoja kibernetske varnosti pametnih omrežij v organizaciji ter odpornost takšnih omrežij na kibernetske grožnje, kar je še posebej pomembno pri implementaciji in upravljanju pametnih omrežij kot dela kritične infrastrukture.

Smart grid cyber securiy
Abstract:
The cyber security of smart grids represents a complex approach to ensuring the security of smart grids, which use modern information and communication technologies (which shall henceforth be referred to as ICT) and become a reality due to today's technological progress. The interconnection of the smart grids, as part of power systems, and the integrated use of modern ICT, which serve to transmit information in networks, communicate between network elements which manage and control networks, pose a major security and functional challenge to the organization of infrastructure of each country. Securing such complex networks while countering modern cyber-hybrid threats in today's dynamic world by means of various actors requires organizations to establish modern cyber security mechanisms, that must be able to protect smart grids from modern cyber-attack and threat techniques aimed at causing problems towards their operation or, in the end, to disable them. Countering modern cyber threats using modern ICT in cyberspace requires organizations to take multidisciplinary measures as well as the vertical and horizontal level within the organization. In addition to important security areas within the organization, such measures should include all other areas which are important for managing and assessing security risks and conducting regular penetration tests in smart grids, which in combination with other security mechanisms provide insight into the actual level of cyber security of smart grids in the organization and the resilience of such networks to cyber threats, which is particularly important in the implementation and management of smart grids as part of critical infrastructure.
