Title:Napadi na pravosodne policiste : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:V diplomskem delu smo analizirali napade na pravosodne policiste in policiste med letoma 2015 in 2018. Ugotovljeno je bilo, da s povečanjem kadra pravosodnih policistov ne bi bilo mogoče preprečiti napadov, saj so ti del dogajanja v zavodih ne glede na število zaposlenih. Ugotovili smo, da imajo pravosodni policisti dovolj pooblastil za ustrezno odzivanje v primeru napada, pri čemer pa so dolžni spoštovati temeljne človekove pravice in svoboščine in v poročilu o napadu tudi upravičiti uporabljena prisilna sredstva. Z analizo napadov na pravosodne policiste v 2019 smo ugotovili, da so se vsi napadi zgodili v zavodih, kjer zaporno kazen prestajajo le moški. Tako smo potrdili hipotezo, da je število napadov na pravosodne policiste v zavodih, kjer kazen prestajajo le moški zaporniki, večje, kot v zavodih, kjer kazen prestajajo moški in ženske ali le ženske. S primerjavo napadov na pravosodne policiste in policiste je bilo ugotovljeno, da je število napadov na pravosodne policiste bistveno manjše, kar je najverjetneje posledica bistveno manjšega števila zaposlenih pravosodnih policistov. S pregledom medijskih poročil o napadih na pravosodne policiste smo ugotovili, da se o njih redno in dosledno poroča. Za rešitev obravnavane problematike je bila predlagana širitev kadra pravosodnih policistov in sistem delavnic, ki bi pripomogle k spoštovanju pravosodnih policistov s strani zapornikov.

Title:Attacks on judicial officers
Abstract:In the degree project, it was examined the work of judicial officers, their duties and powers. By analyzing the attacks on judicial officers and police officers between 2015 and 2018, it was confirmed or rejected the hypotheses. It was established that by increasing the number of judicial officers, it would not be possible to prevent attacks, because these are part of the prisons, regardless of the number of employees. It was established that judicial officers have sufficient powers to respond appropriately in the event of the attack, because they are obliged to respect fundamental human rights, liberties and to justifiably use imprisonment in the report of the attack. By analyzing the attacks on judicial officers in 2019, we established that all the attacks in 2019 occurred in prisons where only men are serving their sentence. Therefore, we confirmed the hypothesis that the number of attacks on judicial officers in prisons where only male prisoners serve their sentences is higher than in prisons where men and women or only women serve their sentences. By comparing the attacks on judicial officers and police officers, it was established that the number of attacks on judicial officers is significantly lower, which is most likely due to the significantly lower number of judicial officers employed. By reviewing media reports about attacks on judicial officers, we established that they are reported regularly and consistently.
