Title:Uporaba mehke moči v mednarodnih odnosih - analiza primera Čila in Irana : magistrsko delo

Abstract:Danes se večina držav ne glede na svojo velikost, moč, vpliv in ostale atribute zaveda, da izolacija, prisilna ali prostovoljna, ni niti vrlina niti prednost. Skupno delovanje in sodelovanje sta postala oznaki nove dobe. Jedrsko orožje in razprava o neširjenju orožja ostajata še naprej med najpomembnejšimi vprašanji v mednarodnih odnosih. Za nas bo pomembno predstaviti Celostni načrt o skupnih ukrepih oziroma Iransko jedrsko pogodbo in predložiti potencialne rešitve trenutno zelo napetega in negativnega odnosa med Iranom in ZDA. Ob pregledu iranske zgodovine in najpomembnejših dogodkov pred Islamsko revolucijo leta 1979 in po njej se bomo potrudili pojasniti naravo odnosa med tema dvema državama in njegovo precej hitro spreminjajočo se smer – od zelo prijateljskega in naklonjenega k zahodnemu vplivu do skrajno neprijateljskega odnosa in politike nezaupanja Zahodu ter preprečevanja njegovega vmešavanja, ne samo v Iranu, temveč na celotnem območju. Iransko-iraška vojna in vprašanje o izraelskem jedrskem orožju nam bosta dala širšo sliko o odnosih med močnimi državami na Bližnjem vzhodu ter jasnejšo predstavo o tem, od kod izvira nezaupanje Irana do zunanjega vpliva. Na primeru Čila bomo videli popolnoma drug rezultat uporabe mehke moči. Začeli bomo z Monroejevo doktrino, s pomočjo katere bomo poiskali korenine ameriške zunanje politike do vseh držav, še posebej do držav Latinske Amerike. Teorija neoliberalizma nam bo pomagala razjasniti razvoj politike v Čilu in nam služila za razlago ključnih dogodkov v času vojaškega režima. Razlaga čilske zgodovine bo pojasnila tudi vprašanje zakaj je bil Čile 'lažji' cilj za ameriško zunanjo politiko v primerjavi z Iranom, kjer vidimo popolnoma drugačen način poskusa vpeljevanja mehke moči.

Title:The use of soft power in international relations - case studies of Chile and Iran
Abstract:Today, most countries, regardless of their size, power, influence or other attributes, are aware that isolation, forced or voluntary, is neither a virtue nor an advantage. Joint action and cooperation have become hallmarks of the new era. Nuclear weapons and the debate about non-proliferation continue to be one of the most important questions in international affairs. In regard to this, the main focus of this thesis will be to present the Joint Comprehensive Plan of Action or the Iran nuclear deal and suggest potential solutions for the intense and negative relations between Iran and the USA at the moment. By considering Iran’s history and the most important events before and after the 1979 Islamic Revolution, we will try to explain the nature of the relation between these two countries and its rapidly changing direction – switching from a very friendly one, that is favourably inclined towards Western influence, to an extremely negative relationship that emphasises distrust towards the West and disapproves of its interference not only in Iran but also in the entire region. The Iran-Iraq war and the question of Israel’s nuclear weapons will give us a deeper insight into the relations between the more powerful countries in the Middle East and a clearer picture of where the Iranian mistrust of external influence comes from. The case study of Chile will show us how the application of soft power can have a completely different result. We will start with the Monroe doctrine, in which we will search for the roots of the American foreign policy towards all countries, but especially towards the countries of Latin America. The theory of neoliberalism will help us in explaining the evolution of Chile’s politics and the reasons behind crucial events during the military regime. An overview of Chile’s history will also provide an answer to the question of why Chile presented an “easier” goal for the US foreign policy than Iran, where we can observe a totally different method of attempting to introduce soft power.
