Title:Model povezovanja kvantitativnih in kvalitativnih podatkov v procesu več-kriterijskega odločanja

Abstract:Doktorska disertacija obravnava problematiko kombiniranja kvalitativnih in kvantitativnih kriterijev znotraj odločitvenega modela. Poleg cilja razviti ustrezno hibridno metodologijo smo si zastavili cilj uporabe tega pristopa na praktičnem primeru izbora najprimernejših projektov na področju upravljanja sistemov za oskrbo s pitno vodo in tako verificirati in validirati predlagano metodologijo. Za dosego zastavljenih ciljev smo pregledali strokovno in znanstveno literaturo s področja sistemske teorije in ekspertnih sistemov, večkriterijskega odločanja ter oskrbe s pitno vodo. Seznanili smo se z delom in poslovanjem izvajalca ter s cilji naročnikov. Za izdelavo kakovostnega odločitvenega modela smo se seznanili z izvedbo projektov tehnične in ekonomske optimizacije sistemov za oskrbo s pitno vodo. Rezultat doktorske disertacije je nova, inovativna in v praksi preizkušena hibridna odločitvena metodologija, ki omogoča evalvacijo odločitvenih variant s kombinacijo kvantitativnih in kvalitativnih kriterijev. Metodologija je preizkušena na realnem problemu s področja sistemov za oskrbo s pitno vodo. Med raziskovalnim delom smo potrdili vsa raziskovalna vprašanja. Možno je izdelati novo, v praksi uporabno hibridno metodologijo, ki omogoča združevanje tako kvantitativnih kot kvalitativnih zalog kriterijev znotraj istega odločitvenega modela. Združevanje kvantitativnih in kvalitativnih kriterijev znotraj istega odločitvenega modela omogoča ohranjanje izvornih, natančnih kvantitativnih ocen variant ob pretvorbi v manj natančne kvalitativne ocene. Ravno ohranjanje izvornih ocen variant, brez pretvorb, omogoča ohranjanje razlik med variantami, vse do končne ocene. Pri vsakem agregiranem kriteriju tako poleg kvalitativne ocene razpolagamo z intervalno kvantitativno oceno ali obratno, kar omogoča razvrščanje variant znotraj istega kvalitativnega razreda. Odločevalci vidijo prednost predstavljene hibridne metodologije v tem, da lahko pri vsakem kriteriju uporabijo primerno zalogo vrednosti, ki jim najbolj ustreza in jo lažje razumejo. Zaradi kombiniranja kvantitativnih in kvalitativnih zalog vrednosti vidijo prednost v bogatejših končnih analizah, ki pripomorejo k sprejetju boljše odločitve. Nadaljnje delo in raziskave bodo potekali v smeri testiranja in izpopolnjevanja postopkov združevanja kvantitativnih in kvalitativnih kriterijev znotraj istega odločitvenega modela. Postopke želimo uporabiti na čim večjem naboru odločitvenih problemov. Nove ideje in postopke želimo vključiti v izobraževalni proces na različnih stopnjah.

Title:Integration model of quantitative and qualitative data in multi-criteria decision making
Abstract:The doctoral thesis deals with the problems of combining qualitative and qualitative criteria within a decision-making model. Apart from developing a suitable hybrid methodology our goal was to use this approach in a real-world case of selecting the most appropriate projects in management of drinking water supply systems in order to verify and validate the novel methodology. To achieve this goal, it was necessary to examine professional and scientific literature in the field of systems theory and expert systems, multi-criteria decision-making, and drinking water supply management. We familiarized ourselves with the work and business performance of the contractor, as well as with the goals of their clients. We acquainted ourselves with implementation of projects of technical and economic optimisation of water supply systems in-depth, in order to develop a high-quality decision-making model. The result of the doctoral thesis is a new, innovative, and practically tested hybrid decision support methodology, which enables the evaluation of decision-making variants with a combination of quantitative and qualitative criteria. The methodology is tested on a real economic problem in the field of water supply systems. During the research work all research questions were answered. It was proven possible to produce a new hybrid methodology, which allows the integration of both quantitative and qualitative supplies of criteria within the same decision-making model. Such integration of quantitative and qualitative criteria within the same decision-making model allows us to preserve original quantitative assessments of variants after transformation into less accurate qualitative assessments. It is this this preservation of original assessments of variants, without conversions, that allows us to preserve of differences among variants up until the final assessment. For every aggregated criterion we have at our disposal a qualitative assessment as well as a quantitative interval assessment or inverse, which enables the differentiation between variants within the same qualitative class. Decision-makers have recognised the advantage of novel hybrid methodology as it allows them to use the most appropriate value scale for each criterion. They see further value in richer final analyses, which contribute to adoption of a better decision, due to a larger dataset. Further work and research will continue in direction of testing and perfecting of procedures of the integration of quantitative and qualitative criteria within the same decision-making model. We want to use these procedures on the largest set of decision-making problems as possible. Apart from that, we want to include new ideas and procedures in the educational process on different levels.
