Title:Brezposelnost in zaposlovanje tujcev na področju RS in posameznih držav članic EU - primerjalna analiza

Abstract:Brezposelnost je eden najaktualnejših problemov sodobnega časa in poleg inflacije eden od glavnih dejavnikov makroekonomskega razvoja države. To je situacija v kateri se del delovno sposobnih članov družbe kljub svojim sposobnostim in kvalifikacijam ne more zaposliti. Zaposlitve niso več tako stabilne kot so bile - vse več je zaposlitev za določen čas, pogodbenih del, projektnega dela, ki je časovno omejeno. Zaposlovanje je pomemben element družbe kot celote. Zaposlen posameznik ima zagotovljen mir, družbeno stabilnost, boljšo kakovost življenja… V magistrskem delu smo predstavili težko globalno situacijo na trgu dela. Zraven uvoda in zaključka smo ga razdelili na tri vsebinske sklope, dva teoretična in statistično raziskovalnega. V prvem delu smo prikazali teoretična izhodišča pojma brezposelnosti in jo definirali z vidika različnih avtorjev. Opredelili smo vrste, vzroke in posledice brezposelnosti. Pojasnili smo kako jo merimo in kakšne ukrepe izvajamo za zmanjšanje le te. Ugotovili smo, da je Slovenija na področju človeškega kapitala, zaposlovanja in trga dela na ravni povprečja EU, z relativno visoko stopnjo socialne varnosti pa jo pogosto celo presega. V drugem delu smo preverili, kakšni so cilji, smernice in ukrepi aktivne politike zaposlovanja ter strategije zaposlovanja in programi za izobraževanje in usposabljanje. Ugotovili smo da je ključna prioriteta aktivne politike zaposlovanja zagotavljanje trajnostne aktivacije brezposelnih oseb in njihovo vključevanje na trg dela. Proučili smo delovno pravno zakonodajo v Sloveniji in Evropski uniji. Ena izmed ranljivih skupin zaposljivega oziroma brezposelnega prebivalstva so tudi tujci-migranti, zato smo se dotaknili koncepta prostega pretoka delavcev v EU. Preverili smo kakšne so možnosti zaposlovanja tujcev v Sloveniji in Evropski uniji ter opisali postopek zaposlitve tujega delavca. V zadnjem, empirično raziskovalnem delu smo prikazali statistične podatke o gibanju brezposelnosti in stopnji zaposlovanja tujcev v Sloveniji in Višegrajski četverici. Osnova za primerjalno analizo so bili podatki pridobljeni iz Zavoda RS za zaposlovanje (ZRSZ), Statističnega urada Republike Slovenije (SURS), OECD in Eurostata. Analiza podatkov za obdobje od leta 2004 do leta 2017 je zgodba o gospodarski rasti in padcu brezposelnosti v Sloveniji in Evropski uniji. Na koncu smo preverili raziskovalne hipoteze in jih na osnovi teoretičnih spoznanj in proučenih statističnih podatkov, potrdili. Magistrsko nalogo smo zaključili s sklepno mislijo, v kateri poudarjamo, da čarobne formule v boju proti brezposelnosti ni. Pomemben je predvsem celovit pristop, sodelovanje in vpletenost sodelujočih pri izvedbi aktivnosti.

Title:Unemployment and employment of foreigners in the Republic of slovenia and individual member states of the EU - a comparative analysis
Abstract:Unemployment is one of the most current problems and in addition to inflation, is one of the main factors in the country's macroeconomic development. This is a situation in which some of the working-age members of society cannot employ, despite their abilities and qualifications. Jobs are no longer as stable as they were - there is more and more fixed-term employment, contract work, project work, which is limited in time. Recruitment is an important element of society as a whole. An employed individual has guaranteed peace, social stability and better quality of life... In the master's thesis, we presented a difficult global situation in the labour market. Besides the introduction and the conclusion, the thesis was divided into three compounds, two theoretical and statistical research. In the first part, we presented the theoretical starting points of the unemployment notion and defined it from the perspective of various authors. We defined the types, causes and consequences of unemployment, as well as explained how we measure it, and what measures do we take, to reduce it. We have found that Slovenia is at the level of the EU average in the area of human capital, employment and the labour market as well as it often exceeds it with a relatively high level of social security. In the second part, we examined the objectives, guidelines and measures of active employment policy and strategy as well as education and training programs. We have found that the key priority of active employment policy is to ensure the sustainable activation of unemployed persons and their integration into the labour market. We examined the labour legislation in Slovenia and in the European Union. One of the vulnerable groups of the employable or unemployed population are also the migrants, which is why we touched upon the concept of free movement of workers in the EU. We checked the possibilities of employing foreigners in Slovenia and the European Union and described the procedure for employing a foreign worker. In the empirical research we presented statistical data on the level of unemployment and employment of foreigners in Slovenia and the Visegrad group. The basis for the comparative analysis was obtained from the Employment Service of Slovenia (RSS), the Statistical Office of the Republic of Slovenia (SORS), the OECD and Eurostat. The data analysis for the period from 2004 to 2017 is a story about economic growth and the decrease of unemployment in Slovenia and the European Union. In the end, we examined the research hypotheses and confirmed them on the basis of theoretical knowledge and statistical data. We conclude the master thesis with a final thought, in which we emphasize that there are no magic formulas in the fight against unemployment. In particular, the overall approach, cooperation and involvement of all the participants in the implementation of the activity is important.
