Title:Primerjava ustanovitvenih aktov in vzgojno-izobraževalnih programov glasbenih šol Slovenska Bistrica, Slovenske Konjice in Nazarje

Abstract:Izvajanje javnega glasbenega šolstva v Sloveniji sega v leto 1816, ko je bila na naših tleh ustanovljena prva javna glasbena šola. V letu 2016 je javno glasbeno šolstvo v Sloveniji obeležilo svojo 200. obletnico. V Republiki Sloveniji danes deluje 67 glasbenih šol, ki izvajajo vzgojno-izobraževalne programe na področju glasbe in plesa. Glasbene šole v Republiki Sloveniji se ustanovijo z namenom izvajanja dejavnosti javne službe na področju kulture, vzgoje in izobraževanja. Javna glasbena šola je zavod, ki ga ustanovi občina ustanoviteljica z odlokom o ustanovitvi. Pravna podlaga za sprejem takšnega akta je statut občine ustanoviteljice, Zakon o zavodih, Zakon o organizaciji vzgoje in izobraževanja, Zakon o glasbenih šolah ter Zakon o lokalni samoupravi. Določba 6. člena Zakona o organizaciji in financiranju vzgoje in izobraževanja navaja, da so izvajalci osnovnega glasbenega šolstva javne glasbene šole in zasebniki. V skladu z 44. členom Zakona o organizaciji in financiranju vzgoje in izobraževanja se javna glasbena šola lahko ustanovi, če je zagotovljen pouk vsaj petih orkestrskih inštrumentov (godala, pihala, trobila), klavirja, nauka o glasbi, predšolske glasbene vzgoje in šolskega godalnega in pihalnega orkestra. V pouk inštrumentov mora biti vključenih najmanj 130 učencev, od tega mora biti vsaj polovica vpisanih na orkestrskih inštrumentih. V skladu z določili 7. člena Zakona o zavodih, se zavod lahko ustanovi, če so zagotovljena sredstva za ustanovitev in začetek dela zavoda in če so izpolnjeni drugi z zakonom določeni pogoji. Zavod se v skladu z 9. členom Zakona o zavodih ustanovi z aktom o ustanovitvi, ki ga sprejme ustanovitelj , 8. člen Zakona o zavodih pa zajema določila o sestavinah akta o ustanovitvi zavoda. V diplomskem delu so analizirani akti o ustanovitvah glasbenih šol Slovenska Bistrica, Slovenske Konjice in Nazarje. Prav tako so analizirani vzgojno-izobraževalni programi teh šol. Glavna vira na področju urejanja vzgojno-izobraževalnih programov pri nas sta Zakon o glasbenih šolah ter predmetniki za vzgojno-izobraževalne programe predšolske glasbene vzgoje, glasbene pripravnice, glasbe, plesne pripravnice in plesa, sprejetih s strani Ministrstva za izobraževanje, znanost in šport.

Title:Comparison of thr founding acts and educational programs of music schools slovenska bisrica, slovenske konjice and nazarje
Abstract:The Start of Slovene public music education goes to 1816, when the first public school in Slovenia was established. The year 2016 was a year of 200th anniversary of public music education in Slovenia. There are 67 music schools in Slovenia at the moment that are providing music and dance education programs. In Slovenia, public music schools are established with the purpose of implementing public service activities in the field of culture and education. Public music schools are institutions established by the founder's municipality with a founding act. The legal basis for this kind of founding acts are Institutes Act, Organisation and Financing of Education Act, Music Schools Act and Local Government Act. Provision of Article 6 of the Institutes Act says that music schools and private individuals are providers of basic music education. In accordance with article 44 of the Organisation and Financing od Education Act, public music school can be established when schooling of at least five orchestral instruments (strings, brass and wind instruments), piano, the doctrine of music, pre-school music education and two orchestras. There must be at least 130 students in instrument classes. In accordance with article 7 of the Institutes Act, the institute can be established if there are enough resources for establishment and commencement of the work of the institute and if other conditions laid down by the law are fulfilled. The institute is established with the founding act adopted by the founder according article 9 of the Institutes Act. Article 8 of the Institutes Act covers provision on the elements of the founding act. This thesis analyses founding acts of the music schools Slovenska Bistrica, Slovenske Konjice and Nazarje. Also, analysis is given about educational programs of those schools. Main legal sources on the field of educational programs in Slovenia are Musis School Act and the curriculum for pre-school music education, music and dance education for the first triad of schooling and the curriculum for music education and dance education. Those curriculums are adopted by the Ministry of education, science and sport.
