Abstract:V zadnjih dveh desetletjih je prišlo na ravni EU do razmaha evropskih agencij, konstantno se povečuje tudi obseg njihovih pooblastil. Agencije posedujejo posredujejo tehnično in strokovno znanje ter izkušnje nacionalnih organov in institucij EU. Izdajajo mnenja in priporočila, ter v obliki javnih posvetovanj s tem pa pomembno vplivajo na oblikovanje in izvajanje politik EU. Pri izpolnjevanju nalog porabijo znatna sredstva splošnega proračuna EU, zato je postalo nujno, da se jih postavi pod stroge mehanizme nadzora. Izkazalo se je, da je temeljna predpostavka za učinkovitost agencij njihova neodvisnost od zunanjih političnih in zasebnih interesov. Zaradi tega predstavlja iskanje ravnovesja med neodvisnostjo in vzpostavitvijo učinkovitih mehanizmov nadzora pravi izziv za EU. Študije so pokazale, da moramo rešitev iskati v smeri poenotenja agencij ter jasne opredelitve njihove strukture, nalog, pristojnosti in odgovornosti. S tem namenom je EU začela izvajati t.i. »Skupni pristop za decentralizirane agencije EU«, s katerim želi vzpostaviti bolj učinkovito, uravnoteženo in skladno upravljanje agencij.

Title:Eu Agencies
Abstract:Over the past two decades the level of EU Agencies has dramatically increase and also the scope of their powers has been constantly increasing. EU Agencies provide technical and professional knowledge and they have an important influence on the design and implementation of EU policies. They spend significant resources on the EU's general budget in fulfilling their tasks, and it became necessary to place them under strict surveillance mechanisms. It turned out that the fundamental premise for the effectiveness of the EU Agencies is their independence from external political and private interests. For that reason, finding balance between independence and establishing effective monitoring mechanisms is a challenge for the EU. Studies have shown that we need to look for a solution towards the unification of EU Agencies and a clear definition of their structure, tasks, competences and responsibility. For this purpose EU started to implement the so-called: »The Common Approach on EU decentralised agencies«, to eastablish more efficient, balanced and coherent management of EU Agencies.
