Title:Zagotavljanje varnosti v lokalni skupnosti v Mestni občini Ptuj : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Zagotavljanje varnosti v lokalni skupnosti je treba razumeti v najširšem pomenu, ki presega delovanje zgolj ene ali dveh služb, ampak temelji na »človekocentričnemu« pojmovanju in zaznavanju varnosti. Bistvenega pomena je torej, kako je varnost ocenjena v lokalni skupnosti. Slednje pa lahko pomeni tudi potrebo po angažiranju različnih služb, ki se ukvarjajo s policijskim delom. V diplomskem delu raziskujemo ogroženost varnosti občanov v lokalni skupnosti Mestne občine Ptuj (v nadaljevanju MO Ptuj), njihovo zaznavanje varnosti ter občutenje varnosti v okolju in vsakdanjem življenju. V nadaljevanju nato raziščemo še institucionalne zmogljivosti in njihove odgovornosti. Raziskava je pokazala, da se občani MO Ptuj v splošnem pogledu počutijo varne. Najbolj varne se počutijo doma in v soseski, najmanj pa med transportom. Vzroka, ki pripeljeta do ogrožanja varnosti, pa sta največkrat brezposelnost in revščina. Institucije, ki skrbijo za vzdrževanje in zagotavljanje varnosti v MO Ptuj, so policija, mestno redarstvo, Varnostni sosvet in Sveta za preventivno vzgojo v cestnem prometu MO Ptuj. Poleg teh pa še služba za zaščito in reševanje, gasilci in podjetja za zasebno varovanje. Pomembne institucije so še LAS, CSD in CIS. Ptuj je v splošnem pogledu varno mesto, vendar brez izgredov in problemov seveda ne gre. Velik člen pri zagotavljanju varnosti pa so prebivalci sami, ki morajo skrbeti za javni red in mir. MO Ptuj je leta 2014 prejela najvišje priznanje RS s področja varnosti RS z Varnostnim sosvetom, redarsko službo, policijskim nadzorom in vse večjo ozaveščenostjo občanov o večji varnosti. A vendar varnost ostaja tista kategorija, v katero je treba vlagati stalno in vedno. Varnosti na zalogo ni, je pa dovolj že prva napaka, da se stanje spremeni.

Title:Ensuring security in the local community in the municipality of Ptuj
Abstract:Providing security in the local community needs to be understood in the broadest sense that goes beyond the operation of only one or two services, but is based on "human-centric" conceptualization and perception of security. Therefore, the importance of security is assessed in the local community. The latter may also mean the need to engage various departments dealing with police work. In the diploma work, we are investigating the threats to the safety of citizens in the local community of city municipality Ptuj (in the following MO Ptuj), their perception of security, and the feeling of safety in the environment and everyday life. In the continuation, we then explore the institutional capacities and their responsibilities. The survey showed that the citizens of MO Ptuj feel safe in the general sense, they feel safe at home and in the neighbourhood, and at least during transport. The causes that lead to security threats are mostly unemployment and poverty. The institutions responsible for maintenance and security in the MO Ptuj are the police, the City Hall, the Security Council and the Council for preventive education in road transport of the MO Ptuj. Beside them, there are also services for protection and rescue, firefighters and private security companies. Important institutions are also LAS, CSD and CIS. Ptuj is, in general terms, a safe city, but without disturbance and problems of course it is not. A great element in ensuring security is for the people themselves who need to be in charge of public order and peace. In 2014, MO Ptuj received the highest recognition of the Republic of Slovenia in the field of security of the Republic of Slovenia with a security advisory service, police service, police supervision and increasing public awareness of increased security. But security remains the category in which you need to invest constantly and forever. There is no security in stock and the first error is enough to change the situation.
