Abstract:
Magistrsko delo obravnava ravnanje z nevarnimi odpadki v Republiki Sloveniji. Odpadki predstavljajo problem sodobne družbe, saj jih je zaradi različnih dejavnikov čedalje več, ravnanje z njimi pa je z željo po čistem, varnem in zdravem okolju usmerjeno v ponovno uporabo in okolju prijazno obdelavo. Nevarni odpadki predstavljajo še posebej veliko tveganje za okolje, saj vsebujejo nevarne in strupene snovi. Trgovina z odpadki spada med oblike ekološke kriminalitete, ki je v porastu. Zaradi vpliva kapitala in želje po dobičku pogosto pozabimo na varnost in strateške cilje ter iščemo le kratkoročne rešitve. Ravnanje z nevarnimi odpadki je drugačno v vsaki državi, nas pa je zanimalo, kakšno je stanje na tem področju v Sloveniji. Za potrebe pisanja magistrske naloge smo analizirali sekundarne vire (knjige, zakone, poročila in članke), ki se nanašajo na ravnanje z nevarnimi odpadki in vse subjekte, ki so vključeni v ta proces. Opravili smo intervjuje z direktorji specializiranih podjetij, ki se ukvarjajo s končno obdelavo nevarnih odpadkov. Pri analiziranju in zbiranju podatkov smo se osredotočili na obdobje zadnjih 15 let, ko so se dogajale tudi največje zakonske spremembe na področju odpadkov. Čeprav je zakonodaja na področju ravnanja z nevarnimi odpadki stroga in natančna, je stanje v praksi alarmantno, z veliko nepravilnosti, pomanjkljivosti in slabosti. To kažejo tudi nedavni incidenti v centrih za ravnanje z nevarnimi odpadki, ki jih nadzirajo kadrovsko podhranjeni nadzorni organi. Čas teče naprej, eni in isti problemi ostajajo. Kaže se potreba po jasnem sistemu, kjer bi država prevzela večjo odgovornost in poskrbela za svoje nevarne odpadke.

Hazardous waste management in the Republic of Slovenia
Abstract:
Master's thesis talks about hazardous waste management in the Republic of Slovenia. Waste represent a problem of modern society because of various factors, they are increasing, and the management is aimed at a clean, safe and healthy environment to reuse more, with environmentally friendly processing. Hazardous waste represent a particularly high environmental risk, as it contains hazardous and toxic substances. Waste trade is a part of a larger environmental crime. Because of the influence of capital and the desire for profit, it is often forgotten about safety and strategic goals, there are only short-term solutions which don’t last long. Hazardous waste management is different in each country, we took a look how it is in Slovenia. For the purposes of writing a master's thesis, we analyzed secondary sources (books, laws, reports and articles) relating to the handling of hazardous waste and all entities involved in this process. We conducted interviews with directors of specialized companies involved in the final treatment of hazardous waste. When analyzing and collecting data we focused on the period of the last 15 years, when most legislative changes in the field of waste occurred. Although legislation on hazardous waste management is strict and precise, the situation in practice is alarming, with many irregularities, shortcomings and weaknesses. This is also reflected in recent incidents in hazardous waste management centers, which are supervised by under-staffed supervisory authorities. Time is going on, but the same problems remain. There is a need for a clear system where the state should take a greater responsibility and takes care of its hazardous waste.
