Title:Komparativna analiza osnovnošolskega sistema Slovenije, Hrvaške in Črne gore

Abstract:Slovenija, Hrvaška in Črna gora so države, ki so bile do razpada v začetku 90. let prejšnjega stoletja del Socialistične federativne republike Jugoslavije. Danes so samostojne in neodvisne države z lastnim političnim sistemom in pravnim redom. V magistrskem delu sem primerjala sistemske rešitve, ki so jih te države po osamosvojitvi razvile na področju ureditve osnovnega šolstva. Razumevanje današnje situacije je tesno povezano z razumevanjem zgodovinskega ozadja, zato sem najprej preučila, kakšen je bil osnovnošolski sistem teh držav pred 1. svetovno vojno, ko so bile razlike med njimi največje, in potem v obdobju med obema vojnama, ko je življenje v stari Jugoslaviji prineslo tudi poenotenje šolske zakonodaje. Nadaljevala sem s prikazom temeljnih skupnih značilnosti jugoslovanskega šolskega sistema v obdobju socialistične družbene ureditve po 2. svetovni vojni do razpada države. Posebno pozornost sem namenila političnemu ozadju in kontekstu razpada države. V osrednjem delu raziskave sem primerjala tiste sistemske rešitve v šolstvu, ki se bistveno razlikujejo od rešitev v bivši državi. Zaključujem s sklepom, da je vsak vzgojno-izobraževalni sistem v vseh treh državah na svoj način poseben ter da vse države glede na svoje zmožnosti poskušajo izboljšati svoj vzgojno-izobraževalni sistem, zlasti osnovnošolski. Pri tem moram omeniti, da je črnogorski osnovnošolski sistem zelo podoben slovenskemu, ker slednji pravzaprav predstavlja vzor črnogorskemu osnovnošolskemu sistemu.

Title:Comparative analyisis of primary school education in Slovenia, Croatia and Montenegro
Abstract:Slovenia, Croatia and Montenegro are the states, which were until the beginning of the 1990s, a part of Socialist Federal Republic of Yugoslavia. Nowadays, these are autonomous and independent states with their own political system and judiciary. In the master's paper we were comparing the system solutions, which these states have developed after the independence, on the matter of regulation of primary education system. The understanding of today's situation is closely connected to the understanding of historical background, and that is why we firstly determined, what the primary education system of these countries was before the World War I, when the differences were the biggest. Next, the interwar period was followed, when living in former Yugoslavia also brought the standardization of school legislation. We continued with the relation of basic collective features of Yugoslavian education system in the period of socialist order after the World War II until the disintegration of the republic. Extra attention was given to political background and to the context of the republic disintegration. The focal part of the research paper was given to the comparison of systematic solutions in the education system, which fundamentally differ from the solutions in former republic. We are concluding that each education system in all the three states is unique in its' own way and all the three states are trying, according to their options, to improve theirs, especially in primary schools. Here we have to mention, that primary education system of Montenegro is very similar to ours, in which the latter basically represents a good example for the one in Montenegro.
