Title:Divja odlagališča v občini Oplotnica - občinski ukrepi : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Odpadki obstajajo že skoraj tako dolgo kot sama zgodovina človeštva. Dandanes pa so postali del našega vsakdanjega življenja. V sedanjem času se je odnos do odpadkov spremenil. Z odpadki ravnamo vedno bolj premišljeno in racionalno. Še vedno pa obstajajo osebe, ki odpadke odvažajo na mesta, ki za njih niso primerno pripravljena. Takšna odlagališča imenujemo divja odlagališča. Uporabniki teh odlagališč predvsem nezavedno, nekateri pa tudi zavedno povzročajo nevarnost in tveganje za zdravje ljudi in narave ter ustvarjajo gojišče za različne prenašalce nalezljivih in drugih bolezni. Divja odlagališča predstavljajo obremenitev za okolje, kar vpliva na živalstvo, prst, vodo in zrak. Prav zato smo se odločili, da pripravimo diplomsko delo, ki bo raziskalo ukrepe, kako preprečiti nastajanje divjih odlagališč. Čeprav občina Oplotnica spada med manjše občine v Sloveniji, je prav, da preverimo tudi pri njej, kako ravna z odpadki. S pomočjo intervjuja smo tako preverili pri občini, kakšna sredstva je uporabila za pravilno ločevanje odpadkov ter posledično zmanjšanje nastajanja divjih odlagališč. Z anketnim vprašalnikom pa smo preverili, kako ti ukrepi delujejo v praksi. V občini se poslužujejo petih različnih načinov, s katerimi si prizadevajo občane spodbuditi k pravilnemu ravnanju z odpadki ter posledično zmanjšanju divjih odlagališč. Kot prvi ukrep je ozaveščanje, za katerega menimo, da je eden od ključnih ukrepov, s katerimi lahko zmanjšamo nastajanje divjih odlagališč, saj brez pomoči prebivalcev tega ne moremo zaustaviti. Drugi ukrep je izgradnja zbirnega centra, ki je za občane brezplačen in se je med njimi dobro prijel. Tretji ukrep je postavitev ekoloških otokov za papir in steklo. Čistilne akcije predstavljajo četrti ukrep, za katerega se je izkazalo, da ni najučinkovitejši. Kot peti ukrep smo navedli kaznovanje kršiteljev z globo. Ta ukrep je nujen, vendar v sedanji praksi skoraj neučinkovit, saj so kršitelji dovolj iznajdljivi, da med odpadki ne puščajo takšnih, ki bi vsebovali njihove osebne podatke.

Title:Illegal waste dumps in municipality oplotnica - municipal measures
Abstract:Wastes exist for almost as long as the history of mankind itself. Nowadays, they have become part of our everyday life. At present, the attitude to waste has changed. We treat waste more thoroughly and rationally. However, there are still many persons who transport waste to places that are not properly prepared for them. Such landfills are called illegal waste dumps. The perpetrators of these landfills, especially unconsciously, some also knowingly cause danger and risk to human and nature health and create a medium for various carriers of infectious and other diseases. Wild landfills represent a burden on the environment, which affects animals, soil, water and air. That is why we decided to prepare the thesis, which explores the measures to prevent the creation of wild landfills. Although the Municipality of Oplotnica is one of the smaller municipalities in Slovenia, it is also right to check how they handle with waste. Through an interview, we checked in the municipality, what kind of tools they used to properly dispose of waste, and consequently reduce the occurrence of wild landfills. With the questionnaire we checked how these measures work in practice. In the municipality there are five different ways in which the citizens are encouraged to incentivize proper waste management and, consequently, the reduction of illegal landfills. The first measure is awareness, which we believe is one of the key measures by which we can reduce the incidence of illegal landfills, since without the help of the population, we cannot stop this only. As a second step, the construction of a collection centre, which is free for citizens, has been well received. The third step is to set up ecological islands for paper and glass. Cleaning actions represent the fourth measure, which proved to be not the most effective. As a fifth measure, we have indicated the punishment of offenders with a fine. This measure is necessary, but in the present practice it is almost ineffective, since the perpetrators are resourceful enough to not leave their personal data in the waste.
