Title:Svetlobno onesnaževanje : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Svetlobno onesnaževanje je težava, ki jo povzročajo prekomerna in napačna razsvetljava prostorov, cest, objektov. Razsvetljave je vse več in zdi se, da je okolica ponoči vedno bolj svetla, ceno zanjo pa plačuje okolje. Posledica nepravilno postavljene ali napačne luči je vsiljena svetloba, ki moti ljudi in živali. Ljudje imajo zaradi svetlobe, ki seva na nepotrebna mesta, lahko težave s spanjem in zdravjem, astronomi z opazovanjem zvezd, živali z orientiranjem. V diplomski nalogi smo ta problem v največji meri preučili s prebiranjem literature, tako knjig in predpisov kot internetnih člankov, na koncu smo si v okolici ogledali nekaj primerov primerne in neprimerne razsvetljave. Naš namen je bil ugotoviti, kakšno je stanje razsvetljave v Občini Medvode. Zanimalo nas je, ali razsvetljava že zadostuje navodilom Uredbe o mejnih vrednostih svetlobnega onesnaževanja (2007) ter kako potekajo sanacijska dela. Opravili smo intervju s pristojnimi v občini Medvode ter jih povprašali o dosedanjem napredku. Prav tako smo se sprehodili po Medvodah in Zgornjih Pirničah in si ogledali svetilke na parkiriščih, cestah, ulicah itd. V intervjuju smo izvedeli, da so nekaj svetilk že zamenjali in so skladne s predpisi, nekaj dela jih še čaka. O tem smo se prepričali tudi na lastne oči; nekaj primerov smo fotografirali in priložili v diplomsko nalogo. Kljub temu, da je vse več govora o svetlobnem onesnaževanju in o pravilnem razsvetljevanju okolja, smo opazili, da je veliko svetilk še starih in neprimernih. Sanacije starih potekajo, vendar počasneje kot bi pričakovali: razlog se skriva predvsem v visokih stroških. Dela bi morala potekati hitreje, a nas veseli, da se je na tem področju vsaj začelo premikati v dobro okolja. Vseeno si želimo, da bi kar najhitreje zamenjali staro razsvetljavo za novo in manj intenzivno na mestih, kjer bi bila le-ta bolj primerna. Ozaveščanje ljudi o negativnih posledicah neprimerne razsvetljave in vsiljene svetlobe se nam zdi zelo pomemben dejavnik pri soočanju s to problematiko.

Title:LIGHT POLLUTION
Abstract:Light pollution is a problem caused by excessive and incorrect lighting of facilities, roads and buildings. Lighting nowadays is all over the planet – the land gets increasingly bright at night and the environment is paying the price. Incorrectly placed lights or wrong type of lights results in the forced light, disturbing people and animals. Because of light radiating at unnecessary places people may have problems with sleep and health, astronomers may have problems with observing the stars and animals with orienteering. In the thesis this problem was largely studied by reading the literature, both books and regulations, and by other sources such as Internet articles. At the end of our study we also examined some examples of proper and improper lighting. Our purpose was to determine the state of lighting in Municipality Medvode. First we wanted to discover if the current placement of lights already satisfies the Decree of limited values of light pollution, which was adopted in year 2007. Further on we were also interested in how reconstruction of incorrect lighting is progressing. We made an Interview with employees of Municipality of Medvode and question them about the progress of works. We also took a walk around Medvode and Zgornje Pirniče to examine the lights in parking lots, roads, streets, etc. In the interview we learned that some lights are already replaced and comply with the regulations, some part of them is still in progress. We also tested our findings with our own eyes; some examples of lights are photographed and attached to the thesis. Despite the fact that more and more people talk about light pollution and the proper lighting of the surroundings, we have noticed that many of the lights are old and unfit. The process of replacing the old is slower than the expected and the reason lies primarily in high costs. Of course we would be happier if the works would progress faster but we are glad that at least in this area the situation started moving towards the benefit for the environment. However, we wish that old and unfit lights are replaced as soon as possible in the fastest possible way, replacing old lighting for new and less intense in places where necessary. Raising awareness about the negative consequences of inadequate lighting and intrusive light is a very important factor in addressing this issue.
