Title:POSTOPKI PRESOJE KAKOVOSTI NACIONALNE AGENCIJE REPUBLIKE SLOVENIJE ZA KAKOVOST V VISOKEM ŠOLSTVU

Abstract:Nacionalna agencija Republike Slovenije za kakovost v visokem šolstvu je oseba javnega prava za zagotavljanje kakovosti v slovenskem visokošolskem in višješolskem prostoru. Njena naloga je podeljevanje akreditacij visokošolskim zavodom in študijskim programom ter izvajanje zunanjih evalvacij višjih strokovnih šol. Na podlagi podeljenih akreditacij, ki jih ki jih podeljuje, se lahko pridobiva javno veljavna izobrazba v Republiki Sloveniji. Vsak visokošolski zavod ali študijski program, ki želi biti akreditiran, mora največ vsakih sedem let iti skozi postopek akreditacije, pri čemer mora izpolnjevati določene standarde, ki so določeni na evropski ravni in implementirani v slovenskih pravnih aktih. V diplomski nalogi je predstavljena Nacionalna agencija Republike Slovenije za kakovost v visokem šolstvu in postopki, ki jih vodi. V povezavi z začetnim poglavjem o kakovosti v slovenskem visokošolskem in višješolskem področju je predstavljena struktura in naloge agencije, zatem pa še vsi deležniki v postopkih. Pojasnjene so razlike med postopki, najobsežnejši del diplomske naloge pa zajema potek postopkov od same vložitve vloge, področij presoje in presojevalcev do končne odločitve oziroma pravnih sredstev. Na koncu so predstavljene še evropske organizacije, v katere je agencija vključena in Evropski standardi in smernice.

Title:SLOVENIAN QUALITY ASSURANCE AGENCY FOR HIGHER EDUCATION QUALITY ASSESSMENT PROCEDURES
Abstract:Slovenian Quality Assurance Agency for Higher Education is a public entity for the provision of quality in Slovenian higher education and vocational education area. Its task is the accreditation of higher education institutions and study programmes and external evaluation of vocational colleges. Based on the granted accreditation by which confers may be obtained publicly recognized qualifications in the Republic of Slovenia. Every higher education institution or study programme, which seeks to be accredited, must go through the accreditation process at least every seven years, where it must meet certain standards set at European level, implemented into the Slovenian legal acts. The thesis describes Slovenian Quality Assurance Agency for Higher Education and the procedures established by it. In connection with the initial chapter on the quality of the Slovenian higher and vocational education it presents the structure and tasks of the Agency, and also all stakeholders in the process. In thesis are explained differences between the procedures. Largest part of the thesis covers the conduct of proceedings, starting by filing a single application, fields of audit and auditors until the final decision or legal remedies. In the end are presented European organizations, to which the Agency is involved and the European Standards and Guidelines.
