Title:Mednarodne migracije na območju Evropske unije : analiza migracij na t. i. balkanski poti

Abstract:Evropa se v zadnjih letih sooča z velikim migracijskim pritiskom. Proces globalizacije iz preteklosti se danes do neke mere izraža tudi v migracijah. Najpomembnejši dejavniki, ki so povzročili nastanek (neregularnih) migracij na t. i. balkanski poti so: liberalizacija vizumskega režima, konflikti na Bližnjem vzhodu in ekonomske težave v izvornih državah. Posamezne države so se z vzpostavitvijo posameznih mehanizmov in ukrepov poskušale spoprijeti s prihodom večjega števila beguncev in tako vzpostaviti nadzor nad pretokom ljudi in njegovo omejitev. Ukrepi, ki naj bi tudi omogočali zagotavljanje varnosti prebežnikov ter preprečevali poslabšanje humanitarne situacije, se niso pokazali kot uspešni. Ugotovili smo, da je migracijska politika Evropske unije neustrezna za obravnavanje tisočih migrantov. Celoten proces je bil vseskozi predstavljen skozi »varnostno prizmo«, kar je ustvarjalo napačne in stereotipne informacije glede migracijskega gibanja. Neuspeh obstoječega sistema in struktur naj bi nadomestila skupna evropska migracijska politika. Z vzpostavitvijo enotnega evropskega stališča, upoštevanja demografske strukture Evropske unije, izpolnjevanja mednarodnih in etičnih obveznosti, z vizijo pravega strateškega pogleda ter oceno realnega stanja bi lahko veliko bolje prestali preizkus časa. Migracije bodo v prihodnosti, poleg podnebnih sprememb in demografskih presežkov v izhodiščnih državah, odvisne tudi od nas. S preprečevanjem nasilja, ki se ustvarja na določenem delu sveta, bi v večji meri vplivali na migracijsko gibanje. Potrebno je zavedanje v skupno odgovornost, da migracije ne samo povzročamo, ampak tudi soustvarjamo.

Title:INTERNATIONAL MIGRATIONS IN THE EU: ANALYSIS OF MIGRATION ON THE BALKAN ROUTE
Abstract:Over the course of the past several years, Europe has been facing immense migratory pressures. The most important process of globalization which marked the past is to some extent reflecting on today’s migrations. We think that the most prominent factors which led to the dawn of (unregulated) migrations on the so-called Balkan route are visa liberalization, conflicts in the Middle East, and economic problems in the countries of origin. By establishing certain mechanisms and measures, individual countries have tried to face the overwhelming wave of refugees, establish supervision of the flow of people, and limit it. Measures which were also supposed to ensure the safety of the refugees and prevent the deterioration of the humanitarian situation proved unsuccessful. We found that the EU migratory policy is inadequate for handling thousands of migrants. The whole process was presented from the “point of view of safety” which provided false and stereotypical information about the migrants. The failure of the existing system and structures should be compensated for with a common European migration policy. We think that by establishing a uniform European position, taking into account the demographic structure of the EU, fulfilling international and ethical obligations, envisioning the right strategic view, and assessing the real current situation, we could better cope with the test of time. In the future, migrations will – aside from climate change and demographic surplus in the pivoting countries – also depend on us. By preventing violence in certain parts of the world, we could regulate migrations more effectively. We need to be aware of and accept the responsibility for the fact that we not only cause but also co-create migrations.
