Title:Vpliv migracij na kriminaliteto : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Migracije so tema, ki je nekoč pomenila selitev ljudi iz enega v drugi, načeloma boljši svet. Ljudje so se selili iz svojih krajev, svojih držav in šli s trebuhom za kruhom v njim neznan in tuj svet. Če so migranti bili marljivi in pripravljeni poprijeti za delo, so imeli dobre možnosti zaživeti boljše življenje, kot so ga bili vajeni do tedaj, v svoji lastni domovini. Države v katere so se migranti preselili, pa so jih na nek način potrebovale, saj so ti ljudje opravljali tista dela, ki jih domačini sami niso hoteli opravljati. Dandanes pa je stanje drugačno – zaradi populizma ter medijskega poročanja, ki kaže predvsem negativno sliko o migrantih in poudarja njihovo udeleženost v različnih kaznivih dejanjih, se odnosi med domačini in migranti zaostrujejo. Med njimi prihaja do nesoglasij, sovražnosti in v skrajnih primerih celo do kriminala. Odnosi med enimi in drugimi so čedalje bolj negativno nastrojeni. Povzročitelji kriminalitete so seveda lahko na obeh straneh – tako na strani migrantov, kot na strani domačinov. Čeprav je večina ljudi prepričanih, da so ravno migranti deviantni, odklonski in h kriminalu nagnjeni ljudje, temu ni tako. Kategorije priseljencev so zelo heterogene in pogosto so določene skupine različno zastopane v kriminalitetni statistiki. Z diplomsko nalogo bi radi predstavil tudi drugo plat zgodbe in predstavili tisto plat življenja migrantov, ki ljudem ni tako poznana. Pokazali bi radi, da migranti niso samo izvajalci kaznivih dejanj, ampak v mnogih primerih ravno žrtve le-teh. V diplomski nalogi bomo raziskovali, ali so migranti že nasploh delikventna in odklonska skupina ljudi, ali jih do takšnih stanj privede splet določenih okoliščin. Poiskali bomo vzroke, ki pripeljejo migranta do te točke, da se zateče h kaznivim dejanjem. Zanima nas tudi razmerje med številom kaznivih dejanj, ki jih v Republiki Sloveniji storijo domačini, v primerjavi s kaznivimi dejanji, katerih storilci so tujci.

Title:THE INFLUENCE OF MIGRATIONS ON CRIME
Abstract:Migrations are a theme which in the past used to signify the moving of people from one to another, usually better, part of the world. People moved away from their homelands and native countries in search of a better life. If they were hardworking and ready to take up any kind of work as a starting point, they had good chances to live a life that was better than the one they had lived before in their home country. The countries they migrated to needed them in some way as the migrants took up the jobs most natives would reject to do themselves. However, presently the situation has changed greatly - due to populism and media reports presenting a negative picture of migrants and emphasising their participation in criminal offences, the relationship between natives and migrants is deteriorating. Conflicts are emerging, hostility is increasing and in the worst cases it may end in criminal offences. The relationship between the natives and migrants is getting more and more negative. The individuals involved in criminal offences can, of course, originate on both sides – either on the native as well as on the side of the migrants. In spite of the common opinion that migrants are by nature deviant and prone to become criminal, this is not always the truth. With this dissertation we would like to present the other side of the story and point to the facts taken from migrants' lives not so known to the general public, as well as open the eyes of those who still, without proof and any foundation, accuse the migrants for the violence and crime emerging in certain countries around the world. We would like to show that migrants are often not those committing criminal offences, but very often the victims of them. In our thesis we will look into the question whether migrants are by nature a delinquent and deviant group of people or whether it is the circumstances which make them such. We will look for the causes which make a migrant resort to criminal acts. We are also interested in the ratio between criminal offences committed in the Republic of Slovenia by foreigners and native citizens.
