Title:Evalvacija informacijskega sistema Uprave RS za izvrševanje kazenskih sankcij - eZapori : diplomsko delo visokošolskega strokovnega študija Varnost in notranje zadeve

Abstract:Diplomsko delo v teoretičnem delu najprej na splošno obravnava upravljanje informacijske varnosti v javni upravi, obvladovanje tveganj ter sistem upravljanja informacijske varnosti. Sledi predstavitev ureditve informacijske varnosti na konkretnem primeru aplikacije eZapori, vzpostavljene pri Upravi RS za izvrševanje kazenskih sankcij zaradi izvrševanja nalog in pristojnosti na področju izvrševanja kazenskih sankcij. V navedenem informacijskem sistemu se zbirajo, obdelujejo in shranjujejo različni podatki o osebah, ki so sprejete v zavode oziroma prevzgojni dom. Ti podatki uživajo posebno pravno varstvo, zato mora informacijski sistem, ki ga uporabljajo Uprava RS za izvrševanje kazenskih sankcij, njegove organizacijske enote in drugi organi, ki delujejo na področju izvrševanja kazenskih sankcij, zagotavljati ustrezno informacijsko varnost. V drugem delu diplomskega dela se z empirično raziskavo ugotavlja mnenje uporabnikov aplikacije eZapori, t.j. zaposlenih v Zavodu za prestajanje kazni zapora Ljubljana, o informacijski varnosti ter njihova seznanjenost z ukrepi ob potencialnem incidentu. Z anketnim vprašalnikom se je preverjalo, ali so zaposleni seznanjeni z grožnjami informacijskemu sistemu, pomenom nepooblaščenega dajanja informacij in pravil, ki preprečujejo ter onemogočajo nepooblaščeno dostopanje, ter se zavedajo posledic nepooblaščenih dostopov. Z anketnim vprašalnikom se je ugotavljalo tudi zadovoljstvo zaposlenih z aplikacijo eZapori.

Title:EVALUATION OF INFORMATION SYSTEM OF THE PRISON ADMINISTRATION OF THE REPUBLIC OF SLOVENIA - EPRISON
Abstract:The theoretical section of the diploma paper discussed begins by discussing in general the topics of information security management in the public administration sector, risk management and the information security system. It follows with a presentation of information security on the specific example of ePrisons application used by the Prison Administration of the Republic of Slovenia to execute the tasks and responsibilities related to the implementation of penal sanctions. The aforementioned information system is used to collect, process and store information on individuals admitted to penitentiaries and correctional institutions. This is privileged information under the law and thus the information system demands a suitable level of information security, since it is used by the Prison Administration of the Republic of Slovenia, its individual organizational units and other authorities. The second part of the diploma paper details an empirical study used to analyze users’ opinion about the ePrisons application, i.e. employees of the Ljubljana Penitentiary Institution of Correction, their opinion about information security, as well as their familiarity with the measures to be taken in case of an incident. A questionnaire was used to determine whether or not employees were aware of the information security threats, the significance of unauthorized disclosure of confidential information, to what extent they were aware of the rules which hinder and prevent unauthorized access, and whether or not they were aware of the consequences of unauthorized access. The questionnaire was also used to measure the user satisfaction with the ePrisons application.
