Title:Vojaška diplomacija in obveščevalna dejavnost : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Vsaka država svoje nacionalne interese na različnih področjih varuje kot najbolje zna in v ta namen izvaja različne preventivne ukrepe od političnih in diplomatskih, kulturnih do vojaško-obveščevalnih ukrepov in dejavnosti. Diplomacija je tako po eni strani način urejanja odnosov med suverenimi državami po mirni poti, po drugi strani pa je kot organizacija sredstvo za izvajanje tega urejanja odnosov, torej zunanje politike držav. Diplomacija se deli na več področij, med njimi tudi na vojaško. Slednja je dejavnost, ki je namenjena vzdrževanju, vzpostavitvi in krepitvi vseh področij vojaškega in obrambnega sodelovanja med državami. Značilno zanjo je razvijanje, urejanje in poglabljanje odnosov med oboroženimi silami držav. Vodja vojaških predstavništev je vojaški ataše, ki je diplomat in hkrati visoki častnik, predstavnik oboroženih sil države pošiljateljice, ki deluje v sestavu njene diplomatske misije v državi gostiteljici. Med glavnimi nalogami sta reprezentativno-protokolarna in strokovno-funkcionalna nalogi. V okviru slednje vojaški ataše zbira podatke, ki so pomembni za državo pošiljateljico. Nobena država ne bo izpostavljala svojega vojaškega atašeja, da bi se ob svojem delu ukvarjal še s klasično obveščevalno dejavnostjo, saj je vojaški ataše pod prevelikim nadzorom varnostnih služb države, v kateri je akreditiran in mora delovati v skladu z Dunajsko konvencijo o diplomatskih odnosih. Kljub temu pa lahko iznajdljivi vojaški ataše svoji državi zagotavlja pomembne podatke in informacije ter tako prispeva k njeni obveščenosti v najširšem pomenu besede.

Title:MILITARY DIPLOMACY AND INTELLIGENCE
Abstract:Every country protects its national interests in different fields to the best of its ability and for this purpose performs different preventive measures, from political and diplomatic, cultural to military intelligence measures and activities. Diplomacy on one hand regulates the relations between sovereign countries in a peaceful way, and on the other hand it is an organization, which manages this relations, foreign affairs of countries. Diplomacy is divided into different fields, among them also the military field. The latter means the activity, which is intended to maintain, implement and strengthen all fields of military and also defence cooperation between countries. Development, organization and deepening of the relations between the armed forces of countries are one of the main tasks of the military. The leader of the military representation is the military attaché, who is a diplomat and a military officer at the same time, a representative of the armed forces of the sending State who works in the system of its diplomatic mission in the receiving State. His main tasks are representative-protocol and professional-functional, in the latter the military attaché collects information, which is important for the sending state. No country would expose its military attaché to perform the standard Intelligence, because the military attaché is under too big of control of the intelligence agencies of the accredited country. He also needs to work in accordance with the Vienna convention on Diplomatic relations. Despite that, an inventive military attaché can provide useful and important data and information to its country and can contribute to its information in the broadest sense.
