Title:Sodelovanje intervencijskih služb na kraju množične prometne nesreče v Senožečah januarja 2016 : diplomsko delo univerzitetnega študija

Abstract:Sistem varstva pred naravnimi in drugimi nesrečami kot podsistem nacionalne varnosti v Republiki Sloveniji je zasnovan na državni, regionalni in lokalni ravni. Prometne nesreče iz njimi povezana prometna (ne)varnost so eden izmed dejavnikov ogrožanja. Med temeljne cilje varstva pred naravnimi in drugimi nesrečami sodijo tudi ukrepi in aktivnosti za ukrepanje ob množičnih prometnih nesrečah. Množične prometne nesreče se dogajajo, največkrat oziroma vedno na avtocestah, ne glede na to, da so avtoceste zaradi svojih konstrukcijskih lastnosti najvarnejše za uporabnike. Širša javnost prometno varnost ocenjuje predvsem skozi odmevne dogodke, kot so množične prometne nesreče in prometne nesreče z hudimi posledicami. 30. januar 2016. Med Senožečami in Razdrtim se je v gosti megli zaradi slabe vidljivosti, neprilagojene hitrosti in prekratke varnostne razdalje posameznih voznikov zgodila prometna nesreča, v kateri je bilo udeleženih 48 osebnih avtomobilov, sedem tovornih vozil in avtobus. V prometni nesreči so štiri osebe umrle, 25 pa je bilo telesno poškodovanih. Odpravljanje posledic prometne nesreče je potekalo več ur. Na kraju so delovale različne intervencijske službe, predvsem pa reševalci in zdravniki nujne medicinske pomoči, gasilci, policija, pripadniki civilne zaščite in vzdrževalci cestne infrastrukture. Delovanje teh služb je bilo usmerjeno v hitro in učinkovito reševanje prizadetih, zagotavljanje osnovne stopnje varnosti (ljudem in premoženju) in sanacijo ter odpravljanje nastalih posledic. Vse naštete aktivnosti morajo potekati v usklajenem, organiziranem, enotno vodenem in delujočem sistemu. Usklajenost delovanja in medsebojno sodelovanje med intervencijskimi službami smo poskušali preveriti v pričujočem diplomskem delu.

Title:COOPERATION OF EMERGENCY SERVICES AT THE MASS TRAFFIC ACCIDENT SCENE IN SENOŽEČE IN JANUARY 2016
Abstract:The system of protection against natural and other disasters as a subsystem of national security in the Republic of Slovenia is designed at the national, regional and local levels. Traffic accidents and traffic (un)safety related to the accidents are one of the risk factors. Fundamental goals of protection against natural and other disasters include measures and activities for acting in case of mass traffic accidents. Mass traffic accidents happen, most often or always on highways, regardless of the fact that the highway is – due to its construction characteristics – the safest for users. Road safety is primarily evaluated by public through attention-grabbing events such as mass traffic accidents and traffic accidents with severe consequences. 30 January 2016. Between Senožeče and Razdrto a mass traffic accident happened in which 48 passenger cars, seven freight cars and a bus were involved. The cause of the accident was dense fog, poor visibility, inappropriate speed and short safety distances of individual drivers. The accident resulted in four casualties and 25 injured. Rescue and maintenance of road infrastructure lasted for several hours. On-site different emergency services operated, in particular the paramedics and physicians of emergency medical aid, fire brigade, police, the members of the civil protection and maintenance of road infrastructure. Operational activities of these services focused on prompt and effective rescuing of victims, providing basic security level (to people and property), eliminating the consequences and restoring road infrastructure. All these activities must take place in a coordinated, organized, guided and single operating system. The present diploma thesis strived to verify coordination of operational activities and mutual cooperation among intervention services.
