Abstract:Normalno obratovanje cestnega predora je moteno bodisi zaradi večjega izrednega dogodka, povzročenega s prometom skozi predor, ali zaradi tehnične okvare. Pri večjih izrednih dogodkih se sproži načrtovan postopek takojšnje začasne izločitve dela predora ali celotnega predora iz obratovanja. Pri tehničnih okvarah pa nastopi poslabšanje predorske varnosti, ki jo je potrebno takoj preučiti in ukrepati tako, da bodo tveganja za uporabnike predora še vedno sprejemljiva. V magistrskem delu je prikazano, da imajo posamezni predorski varnostni sistemi različen varnostni pomen in da je nekatere sisteme mogoče začasno nadomestiti z drugimi ukrepi. V kolikor se ob okvari posameznega varnostnega sistema zagotovijo minimalne zahteve za obratovanje, predora ni potrebno izločati iz prometa. Pri najbolj pomembnih sistemih, ki se jih ne da nadomestiti, pa je praviloma potrebno predor začasno izločiti iz obratovanja. Za izbrani cestni predor smo določili minimalne obratovalne zahteve, pri katerih je potrebno predor zaradi različnih izrednih dogodkov (okvare, izpad, odpovedi) delno ali popolnoma zapreti.

Title:MINIMAL OPERATING REQUIREMENTS OF ROAD TUNNEL
Abstract:Normal operation of a road tunnel might be disrupted either due to a higher emergency caused by the traffic in the tunnel, or due to technical failure. In major emergencies a planned procedure of immediate temporary closure of a part of the tunnel or the entire tunnel is initiated. In case of technical failure, tunnel safety degrades, therefore it is necessary to examine it and take action in a way that the risk to users of the tunnel is still acceptable. The thesis shows that individual tunnel systems have different safety significance and that some systems may be temporarily replaced by other measures. If the minimum requirements for operation are ensured at failure of a single safety system, the tunnel does not have to be excluded from operation. In the case of failure of more important, irreplacable systems, the tunnel should normally be excluded from operation. For the selected road tunnel we have set minimum operational requirements, which require that the tunnel may be partially or completely closed due to various incidents (malfunction, different failures).
