Title:POGODBENE POŠTE IN NJIHOVA VLOGA PRI OPTIMIRANJU POŠTNEGA OMREŽJA

Abstract:Pošta Slovenije se v zadnjih letih podobno kot drugi nacionalni izvajalci poštnih storitev v Evropi srečuje s pomembnimi spremembami na trgu poštnih storitev. Klasične, predvsem pisemske poštne storitve, ki jih izvajajo nacionalni izvajalci poštnih storitev, padajo, hkrati pa raste trg paketnih storitev. Spremembe so predvsem posledica porasta elektronskega komuniciranja in s tem spremenjenih navad uporabnikov poštnih storitev ter popolne liberalizacije trga poštnih storitev. Trg pisemskih pošiljk v Evropi še vedno v glavnem obvladujejo nacionalni izvajalci poštnih storitev, večja konkurenca pa je na trgu paketnih in ekspresnih pošiljk. Na spremembe se nacionalni izvajalci poštnih storitev odzivajo z novimi in s spremenjenimi storitvami, na drugi strani pa z različnimi ukrepi na področju učinkovitosti poslovanja. Pri tem morajo upoštevati tudi temeljni cilj evropske poštne politike, ki je v zagotavljanju izvajanja učinkovite, zanesljive in kakovostne univerzalne poštne storitve. Pošta Slovenije razpolaga z gosto mrežo kontaktnih točk oziroma pošt, kar uporabnikom poštnih storitev sicer zagotavlja veliko dostopnost do poštnih storitev, je pa njeno vzdrževanje za Pošto Slovenije zelo drago. Največji padec doživljajo ravno storitve, ki se v največji meri opravljajo na poštnih okencih, in sicer je na manjših poštah ta padec še nekoliko večji kot na večjih poštah. Hkrati Pošta Slovenije zagotavlja visoko kakovost izvajanja univerzalne poštne storitve ob eni najnižjih cen prenosa pošiljk korespondence v Evropi. Namen optimiranja poštnega omrežja je reorganizirati poštno mrežo s ciljem, da bo poslovala bolj učinkovito in se pri tem lažje prilagajala potrebam uporabnikov, ki prav tako spreminjajo svoje potrebe in navade. V zadnjih letih Pošta Slovenije izvaja prestukturiranje in optimiranje poštnega omrežja v Sloveniji predvsem s: • spremembami delovnih časov pošt, • preoblikovanjem pošt v pogodbene in premične ter z zapiranjem pošt, • celovito centralizacijo in reorganizacijo dostave. Manjše pošte ne dosegajo ekonomske pokritosti in upravičenosti delovanja, tako da je optimiranje poštnega omrežja nujno. Ugotavljamo, ali je preoblikovanje pošt v pogodbene pošte učinkovit in upravičen odgovor na dogajanje na trgu poštnih storitev. Pogodbena pošta pomeni, da se dejavnost pošte združi z osnovno dejavnostjo pogodbenega partnerja. Ta storitve opravlja v imenu in za račun Pošte Slovenije in Poštne banke Slovenije. Model pogodbene pošte v drugih državah ni nov in je že dalj časa uveljavljen v vrsti drugih držav. Z uveljavitvijo pogodbenih pošt se kakovost izvajanja univerzalne poštne storitve ne poslabša; pogosto je dostopnost zaradi daljših delovnih časov celo večja. Izkušnje do sedaj uvedenih pogodbenih pošt na splošno kažejo na zadovoljstvo uporabnikov poštnih storitev z izvajanjem storitev v tovrstni obliki kontaktne točke, hkrati pa zagotavljanje poštnih storitev v taki organizacijski obliki Pošta Slovenije izvaja z ekonomsko pokritostjo ali pa vsaj z manjšo izgubo.

Title:Contracted Post Offices and Their Role in the Postal Network Optimisation
Abstract:The Post of Slovenia has been facing important changes on the postal service market in recent years like other national postal service providers in Europe. Classic lettermail services provided by national postal service providers are on the decrease while the market of postal services is increasing. This is due to the rise of electronic communications which has led to the changed practice in using postal services, and the full liberalization of the postal service market. The European lettermail market is still mainly controlled by national providers of postal services while the market of parcel and express post faces more competition. National providers respond to these changes by offering new and changed services and introducing different measures to improve operational efficiency. While doing this they have to take into account the fundamental goal of European postal policy, which is providing efficient, reliable and quality universal postal services. The Post of Slovenia has a large network of contact points or post offices, which enables the users (of postal services) good accessibility, however the maintenance of the network is very expensive. The largest drop is seen in the services which are mainly executed at the post office counters, especially in smaller post offices.The Post of Slovenia ensures high quality of universal postal service performance offering probably the lowest prices of lettermail in Europe. The purpose of postal network optimization is to reorganize the network in order to achieve the main goal, which is more efficient operation and ability to adjust to the needs of users who also tend to change their needs and practices. In recent years The Post of Slovenia has been restructuring and optimizing the postal office network in Slovenia by: • changing the working hours of post offices, • transforming the post offices into contracted and mobile post offices, and by closing individual post offices, • overall centralisation and reorganisation of delivery. Smaller post offices do not reach economic coverage and justification for operation, so postal network optimisation is essential. We are trying to establish whether the post offices transformation into contracted post offices is an efficient and justified response to the developments on postal services market. The term contracted post office means that the activity of the post office merges with the basic activity of the contract partner, who then performs the services in the name and for the account of The Post of Slovenia and Poštna banka Slovenija. The model of contracted post offices is not new and has existed in a lot of different countries. The quality of universal postal service operation is not reduced by the introduction of contracted post offices; nevertheless, accessibility is frequently even better due to longer working hours. The experience of contracted post offices shows customer satisfaction with postal services operation in the manner of contact points and at the same time enables economic coverage or at least lower loss.
