Title:ZMANJŠEVANJE EMISIJ TOPLOGREDNIH PLINOV IN TRGOVANJE Z EMISIJSKIMI KUPONI

Abstract:V diplomskem delu smo proučevali zmanjševanje emisij toplogrednih plinov v EU z emisijskimi shemami. Zanimalo nas je ali bo EU dosegla zastavljeni kratkoročni podnebni cilj 20 % zmanjšanja emisij toplogrednih plinov do leta 2020. Pri iskanju odgovora na to vprašanje smo proučili zastavljeno podnebno politiko EU in najpomembnejši mehanizem za zmanjševanje emisij toplogrednih plinov v EU, to je sistem trgovanja z emisijskimi kuponi. Pri tem nas je zanimalo kaj je vplivalo na zmanjšanje emisij toplogrednih plinov v obdobju 2005-2012, kateri so bili največji problemi pri zmanjševanju emisij in kako še bo EU zmanjševala emisije toplogrednih plinov do leta 2020, da bo dosegla zastavljeni kratkoročni podnebni cilj. Trgovanje z emisijskimi kuponi je razdeljeno v tri časovna obdobja, ki so trajala od 2005 do 2007, od 2008 do 2012 in od 2013 do 2020. V prvem trgovalnem obdobju se je EU soočala z začetnimi težavami pri vzpostavitvi potrebne infrastrukture, z veliko volatilnostjo cen ogljika in s presežkom emisijskih kuponov ob koncu trgovalnega obdobja. V drugem trgovalnem obdobju je EU uspela zpostaviti bolj stabilne cene ogljika, vendar je gopodarska kriza v letu 2009 prispevala k manjšim emisij toplogrednih plinov in znova k presežku emisijskih kuponov ob koncu trgovalnega obdobja. V tretjem trgovalnem obdobju, ki se je pričelo izvajati v 2013, EU išče rešitve za problem kopičenja presežka emisijskih kuponov, ki se bo kot kaže, nadaljeval tudi v naslednjem trgovalnem obdobju.

Title:MITIGATING GREENHOUSE GAS EMISSIONS AND EMISSION ALLOWANCES TRADING
Abstract:In diploma thesis we study the reduction of greenhouse gas emissions in EU with emission schemes. Our target was to see, wheter the EU will achieve it's short-term climate change goal of a 20 % greenhouse gas emissions reduction by the year 2020. In doing so, we studied the EU climate change policy and by far most important mechanism for greenhouse gas emissions reduction in EU, EU emission allowances trading. In diploma thesis we try to answer what lead to GHG emissions reduction in period 2005-2012, what are biggest concerns and how will EU achieve it's short-term climate change targets until 2020. EU emission allowances trading periods is divided in three phases. In first phase from 2005-2007, EU developed neccessary infrastructure and mechanisms for free trading. In first period we see high vollatility of carbon prices, which lead to surplus of emission allowances in the end of period. In second period, EU carbon prices were more stable. But as a result of setting caps and lower emissions from economic recession, this has lead to surplus of allowances. In the period from 2013-2020 EU will have to adressed issue of cummulating emission allowances and continue to abate GHG emission to reach short-term climate goals.
