Abstract:Osamosvojitev Slovenije in nova Ustava Republike Slovenije sta pomenili ogromen korak k ustanavljanju občin. Skladno z ustavnimi določili je bila v letih od 1993 do 1994 v Sloveniji izvedena reforma lokalne samouprave. V teh letih je bila ustanovljena večina slovenskih občin, sprva večje, kasneje pa so se na željo in pobudo prebivalstva ustanovile tudi manjše. Danes je v Sloveniji 211 občin. Občina mora biti sposobna zadovoljevati potrebe in interese svojih prebivalcev ter izpolnjevati druge naloge v skladu z zakoni. Za izvrševanje nalog potrebuje sredstva, ki jih pridobiva iz lastnih virov, dodatnih sredstev države ter ob pomanjkanju omenjenih z zadolževanjem. Občine svoje prihodke in odhodke prikazujejo v proračunu. Pri oblikovanju proračuna so občine avtonomne, vendar morajo pri tem upoštevati predpise javnih financ. Elektronske storitve pomenijo enostavnejše poročanje, povečanje učinkovitosti in odpravo napak zaradi avtomatizacije ter znižanje stroškov. Ker je računovodska dokumentacija najobsežnejši del vsakega poslovnega subjekta, je izbor prave informacijske tehnologije bistvenega pomena.

Title:Information support to financial operations in the municipality
Abstract:Slovenia's independence and the new Constitution of the Republic of Slovenia have represented a huge step towards the establishment of municipalities. In accordance with the constitutional provisions Slovenia carried out the reform of local self-government in the years 1993–1994. During these years, most Slovenian municipalities have been established, initially bigger, but later, at the request and initiative of the people also smaller ones. There are 211 municipalities in Slovenia today. The municipality must be able to meet the needs and interests of its residents and meet other duties in accordance with the law. For the execution of tasks it needs funds, derived from its own resources, additional national resources and at the lack of both, through borrowing. Municipalities show their income and expenses in their budget. When drawing up their budget municipalities are autonomous but they have to respect the rules of public finances. Due to the automation, electronic services constitute a simpler reporting, increased efficiency, elimination of errors and costs reduction. Since the accounting represents the widest part of each business entity it is essential to choose the right information technology.
