Title:UČINEK USKLADITVE SISTEMA JAVNEGA FINANCIRANJA PREVOZOV DIJAKOV IN ŠTUDENTOV NA POVPRAŠEVANJE PO JAVNEM PREVOZU

Abstract:V magistrskem delu je na podlagi multikriterijske analize razvit prometni model oziroma metodologija za napovedovanje učinka uskladitve sistema javnega financiranja prevozov dijakov in študentov na povpraševanje po javnem prevozu. Z uporabo izdelane metodologije lahko izračunamo vpliv vzpostavljenega modela financiranja na zastavljene cilje. V delu je prikazan potek prometnopolitičnega ukrepa združevanja javnih finančnih sredstev, namenjenih prevozu dijakov, študentov in udeležencev izobraževanja odraslih, kot je bil izveden v letu 2012. Preveritev izdelanega matematičnega modela je potekala na realnih podatkih modificiranega modela subvencioniranih prevozov. Razviti model je bil umerjen na ugotovljenih spremembah v obsegu povpraševanja, ki je v letih 2010 do 2012 pokazal dvig števila uporabnikov za 61,39 % ob nespremenjenem obsegu skupaj uporabljenih finančnih sredstev. Ob učinkih večstopenjskega uteževanja ciljev je bilo ugotovljeno, da je možno izdelani znanstveni pristop z vsebinsko prilagoditvijo posameznih ciljev in ukrepov uporabiti za napovedovanje števila potnikov v GJS JPP. Izračun je pokazal, da bi se ob idealnih razmerah upravljanja in izvajanja integrirane GJS JPP potencialno število potnikov lahko dvignilo za kar 60,45 %. S pomočjo izdelane metodologije je možno napovedati, da bi učinek prenove GJS JPP lahko povzročil primerljiv dvig števila potnikov, kot se je to zgodilo v primeru prenove subvencioniranega sistema prevoza dijakov in študentov.

Title:THE EFFECT OF ADJUSTING THE SYSTEM OF PUBLIC TRANSPORT FINANCING FOR PUPILS AND STUDENTS ACCORDING TO THE DEMANDS FOR PUBLIC TRANSPORT
Abstract:In the master work a traffic model was developed on the basis of a multi criteria analysis, respectively, on the basis of a methodology for forecasting the effect of adjusting the system of public transport financing for pupils and students according to the demands for public transport. By using the implemented methodology we can figure out the influence of the established financing model on defined goals. The work presents the course of a political traffic measure, undertaken in the year 2012, on pooling of public financial resources meant for the transport of pupils, students and people taking part in adult education. The checking of the implemented mathematic model was done on real data of the modified model of subsided transports. The developed model was adjusted on established changes in the range of demand that in the years from 2010 to 2012 showed an increase of 61,39 % in the number of users at the unchanged range of all available financial means. Besides the effects of multilevel burdened goals it was established that it is possible to create a scientific approach by substantial adjustment of single goals and measures in order to predict the number of passengers in the service of general economic interest of regular scheduled public bus services. The calculation showed that, at ideal circumstances of management and implementation of the integrated service of general economic interest of regular scheduled public bus services, the number of potential passengers could even be raised up to 60,45 %. With the help of the implemented methodology it is possible to forecast that the effect of the renewed service of general economic interest of regular scheduled public bus services could comparably increase the number of public transport passengers, as this was the case at the renewal of the subsided system of the public transport of pupils and students.
