Title:Dileme in perspektive preventivnega delovanja slovenskih zavarovalnic

Abstract:The insurance industry is one of the service branches of industry with a long and diverse history of evolution. At different stages of its development, the insurance industry represented a response by the existing social groups and by society as a whole to the threats imposed upon a man and his property. As a consequence, many mechanisms have been put in place aimed towards efficient compensation in the event of claims as well as in the area of prevention. In most cases, insurance companies offer certain bonuses, discounts and other bounties as part of their insurance products (types, subtypes and categories of insurance policies) when their clients behave in a responsible manner. This behaviour includes installing alarms, using recommended materials or organizing and carrying out activities to reduce the possibility of physical (health hazard) or material claims, thus enhancing the level of security. However, in the daily praxis of the Slovenian insurance industry both at the national level and in individual insurance companies, one can establish a lack of a long-term and systematic development of new prevention-oriented mechanisms and practices. This area abounds in opportunities for the development of prevention mechanisms. Therefore, it would be reasonable for research and science to become an integral part of this process in a more intensified manner. Preventive action must become a constituent element of the business policy of insurance corporations. It is a fact that prevention activities form a part of the insurance business. The question is, what is the proportion that they represent and whether they are efficient or not. The benefits of prevention must be enjoyed by the widest possible circle of the interested parties, rather than limited to those who have contracts signed with insurance companies (policy holders).

Abstract:Zavarovalništvo je storitvena gospodarska dejavnost, ki ima dolgo in pestro zgodovinsko razvojno pot. Razvijala se je kot vsakokratni odgovor družbenih skupin in celotne družbe na ogrožanja človeka in njegovega premoženja. Tako je zavarovalništvo razvilo številne mehanizme svojega delovanja za učinkovito odpravljanje posledic škodnih primerov, kakor tudi na področju preventivne dejavnosti. Zavarovalnice največkrat vgradijo v svoje zavarovalne produkte (vrste, podskupine in skupine zavarovanj) določene bonuse in komercialne popuste ter druge ugodnosti v primerih, ko njihovi komintenti ravnajo skrbno, vgradijo določene varnostne naprave, uporabijo priporočljive materiale ali organizirajo in izvajajo določene aktivnosti, s čimer zmanjšajo možnost nastanka škodnega primera na premoženju ali telesu (zdravju) in s tem vplivajona višjo raven varnostne kulture. Žal pa je v praksi zaznati izostanek dolgoročnega in načrtnega razvoja novih mehanizmov in praks preventivnega delovanja slovenskega zavarovalstva na nacionalni ravni in tudi na ravni posamezne zavarovalnice. Na tem področju so možnosti za razvoj mehanizmov preventivnega delovanja neomejene, zato kaže v ta proces odločneje vključiti raziskovalno in znanstveno sfero. Preventivna dejavnost mora postati del poslovne politike zavarovalniške delniške družbe. Dejstvo je, da je preventivna dejavnost del dejavnosti zavarovalstva, vprašanje je le, kolikšen delež predstavlja in ali je učinkovita. Učinkov preventivnega delovanja pa mora biti deležen najširši krog zainteresiranih in ne le tisti, ki so z zavarovalnicami v pogodbenem odnosu (zavarovanci).
