Abstract:
Stanje prometne varnosti se kljub naraščajočemu prometu iz leta v leto izboljšuje. Posledice prometnih nesreč so milejše, za posledicami prometnih nesreč pa na naših cestah umre vedno manj ljudi. Ne glede na to pa se število vozil na naših cestah enormno povečuje. Zaradi ugodne lege smo tranzitna država za tovorna vozila, ki potujejo iz vzhoda na zahod in iz severa na jug, kakor tudi osebna vozila, ki v času turistične sezone vozijo po naših cestah. Posledice naraščajočega prometa so zagotovo izredni dogodki na avtocestnem križu, ki vključuje tako avtoceste kot tudi hitre ceste v Sloveniji. Ne moremo mimo dejstva, da že najmanjši požari na vozilih, prometne nesreče, megla, sneg in veter povzročijo dolge kolone, predvsem pa nejevoljo ljudi, ki so ujeti v tokovih avtoceste in hitre ceste. V magistrski nalogi je predstavljeno tudi reševanje osebnih vozil, tovornih vozil do 5000 kilogramov skupne mase in avtobusov, ki ostanejo v koloni na avtocesti in hitrih cestah. V kolikor želimo imeti predstavo o težavah interventnih služb do prihoda na kraj izrednega dogodka, je bil nujen slikovni prikaz, ki nazorno prikaže in opiše nespoštovanje prometne ureditve in prometne signalizacije, ki zaradi velikega števila vozil ni več efektivna. Iz zgoraj navedenega je bilo nujno prevetriti prometno ureditev in prometno signalizacijo, ki že dolgo ne sledi naraščajočemu prometu in z njim povezanimi izrednimi dogodki. V ta namen smo pregledali obstoječo prometno ureditev in prometno signalizacijo in pripravili oziroma dizajnirali novo prometno ureditev in signalizacijo. Opravili smo raziskavo, ki je pokazala, da po mnenju voznikov pa tudi strokovnjakov s področja prometne varnosti obstoječa prometna ureditev in signalizacija ob izrednih dogodkih nista ustrezni in da je njuna posodobitev nujno potrebna. Poleg omenjenega je bil cilj magistrske naloge preveriti tudi prometno ureditev in prometno signalizacijo v sosednjih državah, kjer je bilo ugotovljeno, da vse države stremijo k izboljšanju prometne ureditve in prometne signalizacije ob izrednih dogodkih na njihovih avtocestah in hitrih cestah.

MANAGEMENT OF HIGHWAY INCIDENTS
Abstract:
Despite the increase of traffic, the condition of traffic safety is getting better every year. Consequences of road accidents are milder and because of the consequences of road accidents, less people die on the road. Regardless of that, the number of vehicles on our roads is increasing enormously. Because of favourable position, our country is a transit state for freight vehicles that drive from east to west and north to south, as for personal vehicles that travel by our roads in the summer season. However, the consequences of the increase of traffic are definitely unexpected occurrences on motorway junction that includes as motorways as highways in Slovenia. We cannot skip the fact that even the smallest fires on vehicles, road accidents, fog, snow and wind cause long lines, mainly annoyance of people trapped in motorway and highway flow. In master thesis, we also present rescuing of personal vehicles, freight vehicles up to 5000 kilograms of deadweight and buses that stay in motorway and highway line. For understanding, troubles that intervene services have to get to the place of emergency, picture demonstration, that describes thoroughly non-compliance of traffic regulation and traffic signalization, which because of enormous number of vehicles is not effective anymore, was necessary. From stated above, it was necessary to bring a breath of fresh air in the traffic regulation and traffic signalization, which for a long time, does not follow the increase of traffic and in emergencies related to that. For that purpose, we checked the existing traffic regulation and traffic signalization and prepared respectively designed new traffic regulation and signalization. We did the research, which showed that by driver’s opinion and opinion of experts for traffic safety also, the existing traffic regulation and signalization by emergencies are not suitable and the up-date is necessary. Besides mentioned, the main goal of thesis was to check the traffic regulation and traffic signalization in neighbouring countries, where it was found out, that all countries strive for improvements of traffic regulation and traffic signalization in unexpected occurrences on their motorways and highways.
