Abstract:
V našem magistrskem delu smo obravnavali področje javnih naročil. Javna naročila so zakonsko urejeni postopki nakupa blaga ali storitev ter gradenj, ki so obvezni za javni sektor. V javnosti velja prepričanje, da javni zdravstveni zavodi kupujejo blago preko javnih naročil po cenah, ki presegajo cene v prosti prodaji. Zato je bilo ključno raziskovalno vprašanje naše naloge, ali so nakupi medicinskega potrošnega blaga, izvedeni preko javnih naročil, cenovno ekonomični. Iz pridobljenih rezultatov raziskave lahko povzamemo ključno ugotovitev, da so cene, po katerih kupujejo zdravstvene organizacije izbrane artikle na podlagi izvedenih postopkov javnih naročil, cenovno ekonomične, saj so okvirno 51 % nižje od cen v prosti prodaji.

PRICE EFFICIENCY OF HEALTH CATE PUBLIC PROCUREMENT
Abstract:
Our master thesis explores the area of public procurement. Public procurement procedures are procedures of purchasing goods, services, and construction that are obligatory for public sector set by laws. There is a strong belief among the general public that public health institutions buy goods with public procurement for prices that exceed prices in retail sale. Therefore, the key research question of our thesis has been if the purchases of medicine consumer material with public procurement are economical. On the basis of our research results we can conclude that the public procurement procedures’ purchase prices of selected products executed are economical because they are approximately 51% lower than the retail sale prices.
