Title:Kazenski pregon storilcev ekološke kriminalitete v Republiki Sloveniji : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Diplomsko delo obravnava kazenski pregon storilcev ekološke kriminalitete v Republiki Sloveniji. S soočanjem z novimi, pogostejšimi in nevarnejšimi kaznivimi dejanji zoper okolje, prostor in naravne dobrine se potreba po učinkovitejšem in doslednejšem kazenskem pregonu veča. Zanimalo nas je kakšno je stanje na tem področju v Sloveniji. Za potrebe pisanja diplomske naloge smo analizirali sekundarne vire (knjige, članke in zakone), ki govorijo o kazenskem pregonu in njegovih udeležencih. Potrebne podatke o zaznanih, preiskanih kaznivih dejanjih ter o načinu končanja kazenskega postopka, smo pridobili na statističnem uradu RS, v letnih poročilih Vrhovnega državnega tožilstva, ter v poročilih slovenske policije o kriminaliteti. Pri analiziranju zbranih podatkov smo se osredotočili na obdobje od leta 2005 do 2012. Čeprav smo ugotovili, da je stanje na področju kazenskega pregona storilcev ekološke kriminalitete v Republiki Sloveniji boljše kot smo si predstavljali, pa so nekatere spremembe le potrebne. Ena izmed teh je večja ozaveščenost ljudi o nevarnosti tovrsnih kaznivih dejanj ter vzpodbujanje k prijavljanju kakršnih koli sprememb v okolju. Tako bo večja verjetnost, da bodo kazniva dejanja pravočasno odkrita, sledovi in storilci hitreje najdeni ter tako kazenski pregon uspešnejši.

Abstract:The dissertation talks about criminal prosecution of the perpetrators of environmental crime in the Republic of Slovenia. By confronting new, more frequent and more dangerous crimes against the environment and natural resources, the need for more effective and consistent law enforcement is increasing. We wanted to know what the situation in this field in Slovenia is. For the purposes of writing the dissertation, we analyzed the secondary sources (books, articles, and laws) that talk about law enforcement and its participants. We obtained necessary information on detected, investigated crimes and the method of completion of the criminal proceedings, at the Statistical Office of the RS, in the annual reports of the Supreme Public Prosecutor's Office, and the reports of the Slovenian police on crime. When analyzing the data collected, we focused on the period from 2005 to 2012. Although we found that the situation in the field of criminal prosecution of environmental crime in the Republic of Slovenia is better than we imagined, some changes are still necessary. One of these is greater awareness of the danger of such crimes and encouragement of people to report any changes in the environment. This way it is more likely that crimes will be discovered in time, traces and perpetrators found more quickly and consenquently criminal prosecution more successful.
