Abstract:V magistrskem delu obravnavamo problem staranja prebivalstva v Sloveniji in povezave tega fenomena z brezposelnostjo glede na različne kriterije (starost, izobrazba, spol) oz. posledično možnostmi povečanja zaposljivosti dotične ciljne skupine, starejših od 50. let. Starajoče se prebivalstvo v družbi predstavlja hkrati izziv in tudi priložnost. Ključno je spoznati raznovrstnost starejših glede na njihove prednosti in pomanjkljivosti ter temu ustrezno razviti metode upravljanja s starejšimi. Ustvarjanje delovnih mest (tudi za starejše prebivalstvo) in posledično povečanje zaposlenosti je eden izmed ključnih ciljev Evropske unije. S to tematiko se je ukvarjala že Lizbonska strategija, kakor se ukvarja tudi nova evropska strategija, Evropa 2020. Zagotoviti 75 % stopnjo zaposlenosti v starostni skupini med 20 in 64 leti je eden izmed ciljev Evropske unije (EU). V ta namen so se in se bodo v prihodnje izvajali različni ukrepi, pobude in akcije tako v EU kot tudi v Sloveniji. Tako kot po vsej Evropi smo tudi v Sloveniji priča staranju prebivalstva, kar se odraža tudi v starostnih strukturi brezposelnih oseb. Delež starejših brezposelnih (starejših od 50 let) se namreč naglo povečuje. Ukrepi za ohranjanje starejših na trgu dela, kar je ena izmed kategorij aktivnega staranja, so različni. Mednje sodijo tudi ukrepi za spodbujanje zaposlovanja v okviru aktivne politike zaposlovanja (APZ). Delovanje trga dela z vidika starejšega prebivalstva oz. starejših brezposelnih (starejših od 50 let) preučimo s pomočjo insider-outsider teorije. Zamenjati trenutno zaposlene delavce z novimi delavci (v našem primeru starejšimi brezposelnimi), ki so pripravljeni delati za nižje plačilo, je za podjetje lahko nerentabilno. Visoki stroški so namreč povezani z odpuščanjem starih delavcev in najemanjem novih delavcev in njihovim usposabljanjem. Ne smemo pozabiti tudi na socialno oz. institucionalno komponento - delavce je namreč zaradi institucionalne rigidnosti v regulaciji trga dela in varovanja zaposlitve težje odpustiti.

Title:THE AGEING OF THE POPULATION AND UNEMPLOYMENT RATES AMONG PEOPLE OVER THE AGE OF 50 IN SLOVENIA FROM THE PERSPECTIVE OF THE INSIDER-OUTSIDER THEORY
Abstract:This master's thesis deals with the problem of the ageing of the population in Slovenia and the relationship of this phenomenon with unemployment with regard to different criteria (age, education, gender) or consequently the possibilities of increasing employment of the target group, i.e. the elderly population over the age of 50. The ageing population represents a challenge for the society but also presents an opportunity. It is of key importance to become familiar with the diversity of the elderly population with regard to their advantages and deficiencies and correspondingly develop management methods for the elderly. Creating jobs (also for the elderly population), and consequently increasing employment, is one of the key objectives of the European Union. This subject has already been covered by the Lisbon Strategy and is also dealt with by the EU's new growth strategy – Europe 2020. One of the targets for the European Union (EU) is to ensure a 75 % employment rate in the 20 to 64 age group. In order to achieve this target, both the EU and Slovenia are already implementing specific measures, initiatives and campaigns and will continue to do so also in the future. Across Europe and in Slovenia, we are facing an overall ageing of the population, which is also becoming evident in the age structure of the unemployed. The share of elderly unemployed persons (over the age of 50) is namely rapidly increasing. The measures for keeping the elderly in the labour market, which is one of the categories of active ageing, differ. They also include measures aimed at facilitating employment within the framework of the active employment policy programme. The operation of the labour market from the viewpoint of the elderly population or elderly unemployed (over the age of 50) is studied with the help of the insider-outsider theory. Replacing the currently employed workers with new workers (in our case elderly unemployed persons), who are willing to work for lower salaries, can be unprofitable for a company. Laying off existing employees and replacing them with new employees and their training are namely related to higher costs. We must also not neglect the social or institutional component – due to rigid institutions that regulate the labour market and protect employment, employees are that much more difficult to be laid off.
