Title:Pravna ureditev sistema zaščite in reševanja v Republiki Sloveniji : diplomsko delo [visokošolskega strokovnega študija] Varnost in policijsko delo

Abstract:Naravne in druge nesreče ogrožajo nacionalno varnost, saj ogrožajo socialno, ekonomsko ter fizično varnost prebivalcev ter splošno varnost in blaginjo v državi. Vpliv nesreč na ljudi je v veliki meri tudi psihološki, zato so njihove posledice dolgoročne. Tega so se zavedali tudi naši predniki, ki so storili prve korake k organiziranju sistema zaščite in reševanja. Na podlagi sprejete nove ustavne ureditve in zasnove nacionalne varnosti ter ogroženosti je Republika Slovenija leta 1992 sprejela organizirano izvajanje sistema zaščite in reševanja ob naravnih in drugih nesrečah. Gre za sistem znotraj obrambnega ministrstva in tako kot vsak družbeni sistem se tudi Civilna zaščite kot namensko organiziran del sistema varstva pred naravnimi in drugimi nesrečami nenehno spreminja. Seveda je pomembno, da je organiziranje in opremljanje enot, služb in organov Civilne zaščite vedno v skladu z zakonodajo, ki se tudi nenehno dopolnjuje in razvija, hkrati pa je to tudi kompleksen sistem, ki sledi svetovnim trendom. Bistvo sistema zaščite in reševanja je zaščita in reševanje ljudi, materialnih in drugih dobrin, torej gre za sistem nevojaške narave, namenjen civilni obrambi, katerega naloga bo tudi v prihodnje naravnana h kakovosti, specializiranosti in profesionalnosti sistema zaščite in reševanja ter celovitemu obvladovanju naravnih in drugih nesreč, ki obsega preventivno pripravljenost za ukrepanje ob nesrečah, zagotavljanje osnovnih pogojev za življenje in obnovo.

Abstract:Natural and other disasters threaten national security, undermining the social, economic and physical security of the population and the general safety and well-being of the country. The impact of disasters on people is largely psychological, so their long-term consequences. This is also aware of our ancestors who have done the first steps towards organizing the system of protection and rescue. As a result of the new constitutional arrangement and design of national security and the threats to the Republic of Slovenia in 1992 adopted an organized implementation of the system of protection and rescue of natural and other disasters. It is a system within the Department of Defense and like any social system is also a dedicated civil protection as part of an organized system of protection against natural and other disasters constantly changing. Of course, it is important that the organization and equipping of units, services and civil protection authorities always in accordance with the law, which is also constantly evolving and developing, but it is also a complex system that tracks global trends. The essence of the system of protection and rescue protection and rescue of people, material and other goods, so it is a system of non-military in nature, intended for the civil defense, the task in the future-oriented to quality, specialization and professionalism protection and rescue sytem and comprehensive managemnet of natural and other disasters, which comprises preventive preparedness of emergency provision of basic living conditions and restoraton.
