Title:Spremljanje zaprtih oseb izven zavoda za prestajanje kazenskih sankcij : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Pravosodni policisti so uradne osebe Ministrstva za pravosodje zaposleni v zavodih za prestajanje kazenskih sankcij in imajo posebna pooblastila. V diplomskem delu obravnavamo spremstvo pravosodnih policistov zaprtih oseb izven zavoda za prestajanje kazenskih sankcij. V teoretičnem delu analiziramo in interpretiramo različne članke, knjige, raziskovalna dela in zakone, ki pripomorejo k razumevanju ter analizi varovanja in spremljanja zapornikov izven zavoda za prestajanje kazenskih sankcij. Opisana so dela, naloge ter pooblastila pravosodnih policistov pri spremljanju zapornikov izven zavoda, pred, med in po spremstvu. Za proučevanje spremstev po zavodih v zadnjem triletju smo analizirali statistične podatke, zbrane v Letnih poročilih Uprave Republike Slovenije za izvajanje kazenskih sankcij. Izvedli smo strukturirani intervju s poveljnikom, operativnim vodjem in pravosodnim policistom v zavodu za izvrševanje kazenskih sankcij na Dobu pri Mirni. V delu ugotavljamo, kakšen je sistem varovanja zapornikov pri spremstvu izven zavoda za prestajanje kazenskih sankcij, kakšne so naloge poveljnika, operativnih vodij in pravosodnih policistov pri izvajanju spremstev, ter nevarnosti pri opravljanju njihovih nalog.

Abstract:Jurisdictional policemen are official representatives from the Ministry of jurisdiction employed at the penitentiary institution and possess special authorizations. In the degree paper, I focus on the attendance of prisoners by jurisdictional policemen outside the penitentiary institution. In the theoretical part, articles, books, research works and laws that enable the understanding and analysis of the protection and accompanying of the prisoners outside the penitentiary institutions, are analysed and interpreted. There are descriptions of obligations, tasks and authorisations of the jurisdictional policemen when accompanying prisoners outside the penitentiary institution, before, during and after the attendance. For the analysis of the attendance for institutions in the last triennium, statistical data collected in the Annual reports of the Administration of the Republic of Slovenia have been analysed for the realisation of the penal sanctions. We carried out a structured interview with the commandant, operation manager and jurisdictional policeman in the penitentiary institution in Dob pri Mirni. In the degree paper, we determine the protection system of the prisoners when being accompanied outside the penitentiary institution, what are the tasks of the commandant, operation manager and jurisdictional policemen when conducting an attendance as well as the risk when carrying out their tasks.
