Title:Prometna varnost v Republiki Sloveniji in vloga policistov : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Prometna varnost se je v Sloveniji začela razvijati zaradi vse več prometnih nesreč. Kot take so prometne nesreče v Sloveniji in širše v Jugoslaviji zahtevale številne žrtve, kar je negativno vplivalo na razvoj gospodarstva. Nova in boljša cestna infrastruktura ter nove opredelitve inkriminacij v cestnem prometu so postopoma prinašale tudi večjo mero varnosti na naših cestah. Danes so hujše kršitve opredeljene kot kazniva dejanja v posebnem poglavju aktualnega Kazenskega zakonika, nekoliko manjše kršitve so obravnavane kot prekršek. Pomembna ločnica med kaznivimi dejanji in prekrški v cestnem prometu je v nastanku posledice dejanja. Najpomembnejši napredek na globalni ravni, je bil narejen s sprejetjem vizije nič, kot glavne filozofije pri obravnavanju prometne varnosti. Za varnost na evropskih cestah je veliko pripomogla tudi Evropska unija. V večini držav članic je prisoten trend upadanja umrlih in hudo telesno poškodovanih v prometnih nesrečah. V Sloveniji se je ta številka zmanjšala za približno 50 %. Policisti so pomembni akterji na področju prometne varnosti, vendar ne edini. Ključno je njihovo pogosto pojavljanje na cestah tudi z vidika preventive. Še posebej pomembne so njihove odločitve, ki jih imajo v skladu z diskrecijo. Na podlagi različnih okoliščin se lahko odločijo o sankcioniranju ali zgolj opozorilu posameznika. Opozorilo je z vidika sankcioniranja v nekaterih primerih bistveno bolj efektivno kot globa za storjen prekršek. V splošnem je policijsko delo v prometu v veliki meri reaktivno, proaktivnosti je malo. Temu botrujejo tudi slabe kadrovske in materialne zmožnosti slovenske policije v zadnjem obdobju.

Abstract:Traffic safety in Slovenia evolved due to the increase in road traffic accidents. In Slovenia and in the old Jugoslavia road traffic accidents had a negative effect on the economy due to the many victims. New and improved road infrastructure along with new definitions of traffic offences gradually led to a higher degree of safety on our roads. Nowadays the most serious traffic offences are defined as criminal offences in a special chapter of the current Penal Code, while the lesser offences are addressed as violations. An important differentiation between a criminal offence and a violation is in the consequence of one's actions. The most important progress on a global level, was made with the introduction of "Vision Zero" as the major philosophy in road safety. European Union also crucially contributed towards safety on european roads. Most European Union member countries note a decline in fatalities and serious injuries in traffic accidents. In Slovenia these have declined for approximately 50 %. The police force plays an important part in road safety, but not the only one. The presence of the police force on the roads is crucial for the prevention of traffic accidents. Especially important are the decisions police make, according to their discretion. Based on different circumstances police can decide to sanction or merely warn the individual. Warning on its own can be much more effective than the fine for the offence in some cases. Generally police work is in greater part reactive, rather than proactive. This can be attributed to poor human resource allocation and budgetary constraints of the Slovenian Police in the recent years.
