Abstract:

Abstract:
The principle ''need-to-know'' is approved since the beginning of human existence considering that the data play a key role in the struggle for survival. Thus every valuable singular datum represents an information for the user. If we want that the information remains protected it is necessary to ensure THE CONFIDENTIALITY of information which aims to prevent the unauthorized use of information. In such case THE INTEGRITY of information is established and its distribution is prohibited. The limitation of AVAILABILITY of information is thus a basic element of protecting the information. The principle ''need-to-know'' encompasses communicating a valuable information, which is related to some action and activity (the so-called Operation X), and must not and is not allowed to be disseminated to the surroundings, namely the public. This means that the base of the so-called Operation X is confidential and, as such, it requires the need for perserving confidentiality of information thereof to those, who are committed to carry out the so-called Operation X. Certainly, it would be a distructive behaviour if all persons would be acquainted with the so-called Operation X. This is the main raison to withhold the confidentiality of information, so that the informations related to it are kept classified and are disclosed only to those, who must be informed about it. The need to possess the knowledge, that is shared only by specific people, is established, which is the essence of the principle ''need-to-know''. Perhaps the military is a suitable illustrative exemple of implementing this principle, as the informations on military missions and strategies are not provided to unauthorized persons. The objective of this principle is to limit the damage that might be caused by an internal source of information, the so-called ''insider'', who could violate the trust and disclose the confidential information to the persons having intention to obstruct the successful completion of the Operation X. The non-performance of this principle may lead to serious consequences, what shows an example of the events of 9/11/2001 in the United States.
