Abstract:
Značilnosti, vsebine in načini dela obrambnih atašejev so bili vedno odraz zgodovinskih okoliščin ter političnih in družbenih razmer. V današnjem svetu se mesto obrambne diplomacije in njenih funkcij spreminja in podreja vplivom globalizacije in hitrega razvoja naprednih tehnologij. Pričujoče diplomsko delo obravnava področje obrambne diplomatske dejavnosti, v okviru katere so pojasnjene njene ključne značilnosti, definirana pa sta tudi pojma obveščevalna dejavnost in obrambni ataše kot osnovni nosilec obrambne diplomacije. V diplomskem delu je prikazan zgodovinski razvoj diplomatske teorije in prakse, podrobneje pa se lotevamo tudi razvoja, vloge in funkcije slovenske obrambne diplomacije in njenih predstavnikov skozi zgodovino vse do nastanka slovenske države. Zanimal nas je pogled naprej in napovedi glede potreb ter obstoja slovenske obrambne diplomacije. Obravnavane so tri teze in njihovi izsledki, predstavljamo pa tudi tri primere delovanja in vloge obrambnih atašejev iz prakse, na podlagi katerih ti izsledki temeljijo.

Abstract:
Characteristics, nature of work and working methods of defense attaché have always been reflected through historical circumstances as well as political and social relations. Nowadays, the position of defense diplomacy and its functions has been changing and is submitted to the influence of globalisation and rapid development of advanced technologies. This thesis looks at the field of defense diplomatic activities defining its key concepts and notions of intelligence activity as well as the role of defense attaché as a representative of defense diplomacy of a sending country. The paper also gives an insight into the historic development of diplomatic theory and praxis where the development, role and functions of Slovenian defense diplomacy and its representatives from the history to the origin of Slovenian country are more thoroughly addressed. A look ahead, in addition to the predictions regarding the needs and existence of Slovenian defense diplomacy, is based on three examples of activities of Slovenian defense attachés, and addressed in three assumptions within the thesis.
