Abstract:
Razvoj kadrov je dolgoročna naložba, saj so kadri ključ do uspeha javne uprave. Na začetku diplomskega dela sta predstavljeni kadrovska politika in kadrovska funkcija. V nadaljevanju predstavimo pomen kadrov in kadrovskih virov ter planiranje kadrov. Nato sledi najpomembnejše poglavje diplomskega dela, tj. razvoj kadrov. V tem poglavju so predstavljeni elementi sodobnega uslužbenskega sistema vključno s sistemom motiviranja, kariernimi strukturami, predstavljeno je sistematično in stalno strokovno izobraževanje, usposabljanje in izpopolnjevanje, možnost horizontalnega in vertikalnega napredovanja in nagrajevanje javnih uslužbencev. V diplomski nalogi želimo proučiti vse dejavnike, ki vplivajo na proces razvoja kadrov, saj je razvoj kadrov eden ključnih procesov, ki zagotavljajo uresničevanje ciljev in vizije javne uprave v okolju, ki je soočeno s stalnimi izzivi in se nenehno spreminja. Zavedati se moramo, da pomembnih sprememb in napredka ne moremo doseči čez noč. Proces razvoja kadrov zahteva nenehno načrtovanje, da lahko zagotovimo stalno rast poslovne uspešnosti skozi daljše obdobje. Izziv stalnega napredka je pravočasno in učinkovito prilagajanje spremembam v okolju. Za spopadanje z izzivi potrebujemo kompetentne kadre. Brez uspešnih ljudi nobena organizacija ne more doseči zastavljenih ciljev. Prizadevati si moramo za dobro delovno okolje, ki bo zaposlene spodbujalo k delu. V zadnjem delu je predstavljena raziskava motivacije in zadovoljstva pri delu, izobraževanja ter napredovanja v javni upravi, ki je bila izvedena v obliki anketnega vprašalnika. Nanaša se na obravnavano kadrovsko dejavnost v javni upravi.

DEVELOPMENT OF HUMAN RESOURCES IN PUBLIC ADMINISTRATION
Abstract:
Human resources development is a long-term investment as staff is key to success of public administration. At the beginning of the thesis, the human resources policy and personnel function are presented. In the following, the importance of personnel and human resources as well as planning of human resources is presented. Next is the central chapter of the thesis, i.e. human resources development. This chapter presents the elements of contemporary public servants system, including motivation system, career structures, presented are systematic and continuing professional education, training and upgrading, possibility of horizontal and vertical promotion, and remuneration of public servants. The thesis is aimed at examining all the factors affecting the human resources development process as the human resources development is one of the key processes to deliver the public administration vision and goals in a constantly changing environment faced with continuous challenges. It should be noted that major changes and progress cannot be achieved overnight. The human resources development process requires ongoing planning in order to ensure reliable growth of business performance over a longer period. The challenge of steady progress lies in timely and effective adaptation to changes in the environment. To meet the challenges competent personnel is required. Without successful people no organization can achieve the goals set. It is necessary to create good working environment which will stimulate the employees. The final section presents a research of motivation and job satisfaction, education and promotion in public administration which was conducted in the form of a questionnaire. It covers the personnel function in public administration.
