Abstract:
Področje, ki ga raziskujemo, je namenjeno izobraževanju predsednikov in podpredsednikov volilnih odborov za izvedbo lokalnih volitev. Sedaj izobraževanje poteka v obliki enourne inštruktaže, ki po izkušnjah nekaterih udeležencev inštruktaže, ni dovolj. S tako izvedenim izobraževanjem pridobijo premalo uporabnih informacij, ki bi jim omogočile nemoteno izvajanje svojih nalog. Cilj izobraževanja je povečati stopnjo konsenza pri ugotavljanju (ne)veljavnosti oddanih glasovnic. Tema diplomskega dela je predlog prenove izobraževanja, na katerem bi udeležence s praktičnimi primeri in ustreznimi nalogami ter testom, usposobili za pravilno ugotavljanje veljavnih in neveljavnih glasovnic in s tem bolj tekoče in hitrejše ugotavljanje rezultatov volitev. Za primer smo izbrali Mestno občino Ljubljana. Ponekod se pojavljajo mnenja, da delo volilnih odborov ni dovolj strokovno in natančno. Dejstvo pa je, da je vsaka izvedba lokalnih volitev zakonsko predpisana. Predsedniki in člani volilnih odborov so kazensko odgovorni za morebitne kršitve, kar izhaja iz Kazenskega zakonika. Prav zaradi tega smo mnenja, da bi bilo treba pred vsakimi lokalnimi volitvami, na dve ali štiri leta, organizirati izobraževanje, na katerem bi predsednike in podpredsednike seznanili z vsemi potrebnimi in pomembnimi novostmi in informacijami. To je pomembno tudi zato, ker se v določenem obdobju predsedniki, podpredsedniki in člani volilnih odborov, lahko pa tudi kar celotni volilni odbori zamenjajo, ali pa nadomestijo z novimi člani, kateri še nimajo dovolj izkušenj z delom v volilnem odboru.

EXAMPLE OF RENOVATION OF EDUCATION PRESIDENTS AND VICEPRESIDENTS ELECTION COMMITTEE
Abstract:
Our area of research is the education of presidents and vice-presidents of election committees for local elections. Currently the education is taking place in the form of an one-hour training, which is not sufficient according to some participants' experience. Such education does not offer enough useful information for smooth execution of their functions. The purpose of the education is to increase the level of consensus in assessment of (in)validity of ballots. The subject of the thesis is the proposition of the education reform in which the participants would be trained for correct identification of valid and invalid ballots through practical cases and suitable exercises, which would enable smoother and faster determination of election results. As a model the Municipality of Ljubljana was chosen. There are opinions that the work of election committees is not sufficiently professional and precise. However, all local election procedures are regulated by law. According to the Criminal Code the presidents and members of election committees are criminally liable for potential violations. This is why it is our opinion that prior to every local election, every two or four years an education course should be held, in which presidents and vice-presidents would be informed of all necessary and important new provisions and information. It is also important since in the period between elections the presidents, vice-presidents and members of election committees, or even entire election committees may be substituted or replaced by new members, who are not yet experienced in work in an election committee.
