Abstract:
Javna naročila so in tudi v prihodnje bodo igrala pomembno vlogo. Področje javnih naročil ni novost, zato bi sklepali, da ga je s pomočjo dolgoletnih izkušenj moč obvladovati – kar pa ni res. Naročniki se namreč srečujejo s številnimi težavami, med katerimi je potrebno izpostaviti predvsem povečanje raznolikosti in zahtevnosti javnih naročil v zadnjih letih. Za ponudnike pa predstavljajo izzive predvsem vse večja pričakovanja naročnikov o višji kakovosti ponujenih izdelkov in storitev ter nenehen konkurenčni boj. Trenutno ureja to področje Zakon o javnem naročanju ( ZJN-2 ), vendar je samo vprašanje časa, kdaj bo spet prišlo do kakšnih sprememb v zakonodaji. Za boljše obvladovanje področja javnih naročil je najboljši »recept« tisti, ki vsebuje sestavine, kot so npr. centralizacija izvajanja javnih naročil, povečana kontrola izvajanja nabav, jasno opredeljene odgovornosti akterjev izvedbe javnih naročil itd. Da se javno naročanje izvaja zakonito skrbi za to Državna revizijska komisija. Ponudniki namreč velikokrat najdejo »luknje« pri postopkih oddaje javnih naročil in vložijo zahtevke za revizijo.

PUBLIC PROCUREMENT IN UKC MARIBOR
Abstract:
Public procurements are playing and in the future will play an important role. The field of public procurement is not new, that is why we could suggest, it could be handle through many years of experiences – what is not true. Subscribers are faced with many problems, between which we must expose above all increase of diversity and complexity of public procurements in recent years. For providers the challenges are particularly increasing expectations of subscribers about quality of offered products and services and also never ending competitive battle. Currently this area is governed by the Public Procurement Act, but it's just a matter of time before there will be new changes in legislation. The best “recipe” for better management of public procurement is that,which contains ingredients such as: centralization of implement public procurements, increased supervision of purchase implementation, clearly defined responsibilities for people responsible for realization public procurements etc. The National Review commission is responsible that public procurements are conducted legally, namely providers often find "holes" in the procedures of public procurement delivery procedures and submit claim for revision.
