Title:Prenova osnovnošolske zakonodaje v obdobju 2004-2008 v Sloveniji

Abstract:Diplomsko delo z naslovom Prenova osnovnošolske zakonodaje v obdobju 2004—2008 v Sloveniji preučuje vpliv spremembe političnega sistema ob osamosvojitvi Slovenije na prenovo osnovnošolskega izobraževanja. Opredeljen je odnos med šolstvom, politiko in državo. V navezavi na to so predstavljene tri veje šolske oblasti: konservativna, progresivna in neoliberalizem. V diplomskem delu so sistematično prikazane zakonodajne spremembe v Zakonu o osnovni šoli in v Zakonu o organizaciji in financiranju vzgoje in izobraževanja, ki so se zgodile v obdobju 2004—2008, ko je dolgo let vladajočo levo politično opcijo zamenjala desnica. Predstavljene so nekatere javno odmevnejše predlagane in sprejete spremembe šolske zakonodaje ter razlogi, ki jih je vladajoča koalicija navajala za vnos sprememb. Delo obravnava tudi odzive strokovne javnosti na spreminjanje obstoječe šolske zakonodaje. Namen diplomskega dela je, raziskati in analizirati spremembe, ki jih je na osnovnošolskem področju uveljavila vlada desne politične opcije ter ugotoviti, kako je na te spremembe reagirala strokovna javnost. Pri raziskovanju se je pokazalo, da so posegi pomenili več kot le vnos manjših sprememb oziroma popravkov v šolski sistem in da strokovnjaki niso soglašali s spreminjanjem nekaterih ključnih elementov osnovnošolskega izobraževanja. Od raziskovalnih metod sta v diplomskem delu uporabljeni komparativna in deskriptivna analiza podatkov iz različnih virov.

Title:Renovation of Primary School Legislation between 2004 and 2008 in Slovenia
Abstract:The diploma work entitled Renovation of Primary School Legislation between 2004 and 2008 in Slovenia studies the influence of the political system in power at the time of proclaiming independence of Slovenia on the renovation of the primary school education. The relationship among education, politics and the state is defined and connected to this; three branches of school governments are presented: conservative, progressive and neoliberal. The diploma work systematically presents the changes of the Elementary School Act and the Organization and Financing of Education Act put in force in the period from 2004 to 2008 when the governing left wing politics was replaced by the right wing. Some of the more known suggested and accepted changes of school legislation and the reasons for them are presented. The work also discusses responses of the professional public to the changes of the existing school legislation. The purpose of the diploma work is to research and analyze changes, which were presented by the right wing government and find out how the professional public reacted to them. The research showed that the interventions brought more that merely small changes or corrections and that professionals did not always agree to changing the key elements of primary school education. Comparative and descriptive analyses of information from various sources were the research methods used for preparing this diploma work.
