Abstract:
Jedro moje diplomske naloge sestavljata dva poglavitna pojma in sicer otrok s posebnimi potrebami ter rejništvo, ki se proti koncu jedra povežeta v skupni pojem rejništvo otrok s posebnimi potrebami. Tako je v tej diplomski nalogi predstavljena analiza posebne oblike družbenega varstva, ki ima v osnovi pri nas že dolgoletno tradicijo, vendar pa je v tej obliki med ljudmi dokaj nepoznana. Ko smo v Sloveniji sprejeli naziv otrok s posebnimi potrebami, smo temu nazivu dali nov obseg in vsebino, saj smo s tem zajeli bistveno širši del populacije. Kdo vse spada v to krhko skupino populacije ter kako je ta skupina normirana v slovenski zakonodaji, predstavlja prvi del diplomske naloge. V nadaljevanju najdemo obširno predstavitev rejništva kot oblike družbenega varstva v socialni državi. Kakšne so pravice otrok s posebnimi potrebami ter vseh drugih udeležencev v sistemu rejništva, razkriva zadnji del diplomske naloge. Vse skupaj je podkrepljeno z razmišljanjem o vlogah vseh elementov rejniškega sistema, vključno s pomembno vlogo države kot varuhom pravic vseh udeleženih.

Title:
FOSTER CARE AS A FORM OF SOCIAL CARE FOR CHILDREN WITH SPECIAL NEEDS
Abstract:
The core of this thesis is build by two concepts which are, children with special needs and foster care. This two words are in the end conbined into one common concept. With this thesis I want to present an analysis of a special form of social custody, which has a long tradition in our country, but is in this form rather unfamiliar among its people. When we accepted the new term children with special needs in Slovenia, we gave it a new span and content, because we captured a bigger sample of our population. The first part of this thesis explaines who belongs to that sensitive sample of society and how it is incorporated in our legaslation. In the continuation we find a extensive presentation of foster care as a form of social custody in a social state. Which are the rights of children with special needs and also every other person involved in the sistem of foster care, is revealed in the last part of this thesis. Everything is supported with a contemplation about the role of every element of the foster care sistem, including the important role of the state as a guardian of the rights of every foster care participant.
