Abstract:
V magistrskem delu je izdelan izboljšan model informatizacije vzdrževanja materialnih sredstev v Slovenski vojski, ki temelji na procesnem pristopu in je skladen s standardi SIST EN 13306:2001 in SIST ISO 9001:2000 kot standardi NATO, ki so povezani s področjem vzdrževanja. V predlaganem modelu informatizacije vzdrževanja materialnih sredstev je upoštevana ASAP metodologija uvedbe aplikacije SAP/R3 kot računalniško podprto upravljanje vzdrževanja (CMMS). Skladno tej metodologiji je izboljšani model razdeljen na: konceptni del, tehnološki del in organizacijski del, upoštevajoč da so medsebojno povezani elementi, kot so koncept, tehnologija in organizacija ključni za obvladovanje materialnih sredstev v njihovem življenjskem ciklu. Predlagani model omogoča spremljanje logističnih parametrov skozi vse faze življenjskega cikla materialnih sredstev, kot so: od trenutka nakupa, poteka uvajanja v operativno uporabo, garancijske dobe, operativne uporabe do izločitve materialnega sredstva iz obrambnega sistema. Pri predlaganem modelu informacijskega sistema je upoštevano, da to ni enkratno dejanje, temveč stalen pro¬ces, ki temelji na Demingovem krogu stalnega izboljševanja. V zaključku je podana ocena učinkov modela informatizacije vzdrževanja materialnih sredstev v Slovenski vojski, ki bo predvidoma prispeval k učinkovitosti upravljanja z razpoložljivimi človeškimi in materialnimi resursi in omogočal boljše spremljanje stroškov vzdrževanja materialnih sredstev v njihovi življenjski dobi ter nudil večjo podporo pri načrtovanju in razvrščanju materialnih in kadrovskih virov.

INFORMATIZATION MODEL TO MAINTENANCE OF MATERIAL ASSETS IN THE SLOVENIAN ARMY
Abstract:
In this thesis, an improved, process – based information model of the maintenance of material resources in Slovenian Armed Forces was made, consistent with the standards SIST EN 13306:2001, ISO 9001:2000 and other NATO standards in this domain. In proposed model the ASAP methodology for introduction of SAP R/3 as Computerized maintenance management system software (CMMS) was used. In accordance with this methodology, the improved model is divided into three different parts: conceptual, technological and organizational part. All three parts are interconnected and crucial for the management of material resources life cycle. Proposed model allows monitoring of different logistics parameters through all phases of the material resource's life cycle: from purchase and introduction into operational use to the warranty period, operational use and elimination of assets from the defense system. The proposed model assumes that this is not a single action but an ongoing process based on Deming cycle method of continuous improvement. In conclusion, the model assesses the effects of informatization of the maintenance of material resources in the Slovenian Armed Forces, which is expected to increase the efficiency of management of the available human and material resources and to allow better monitoring of maintenance costs, providing more support in the design and classification of material and human resources.
