Title:KADROVSKI INFORMACIJSKI SISTEM NA STALNEM PREDSTAVNIŠTVU REPUBLIKE SLOVENIJE PRI EVROPSKI UNIJI

Abstract:V diplomskem delu želim predstaviti problematiko v zvezi z organizacijo projekta predsedovanja Slovenije Svetu Evropske unije na Stalnem predstavništvu Republike Slovenije pri Evropski uniji. Delo temelji na obstoječih kadrovskih virih organov državne uprave, vključitvi določenega števila zunanjih sodelavcev za določen čas in stanju na Stalnem predstavništvu po predsedovanju. Organizacija projekta Predsedovanje Slovenije Svetu Evropske unije v prvi polovici leta 2008 vključuje zasnovo kadrovskega načrta, kadrovanje za predsedovanje Svetu Evropske unije in urejanje pravic iz delovnih razmerji ter usposabljanje za predsedovanje. V nalogi so obravnavane skupine kadrov, ki jih je potrebno obravnavati različno: kadri za izvajanje predsedovanja, kadri za izvedbo logističnih dogodkov, kadri za komuniciranje z javnostjo, tolmači in prevajalci, projektna skupina za koordinacijo priprav in predsedovanje pri državnem sekretarju za evropske zadeve, kadri za javna naročila, proračun, kadroviki ter kadri na diplomatskih predstavništvih in konzulatih. Kadrovanje za predsedovanje Slovenije Svetu Evropske unije in urejanje pravic iz delovnih razmerji obravnava pravne podlage za razporejanje na naloge predsedovanja, napotitev in opravljanje nalog predsedovanja v tujini — Stalnem predstavništvu Republike Slovenije pri Evropski uniji ter izbor kadrov in sklepanje pogodb. Usposabljanje kadrov za predsedovanje je potekalo prek izobraževalnih programov, ki so bili organizirani centralno preko Ministrstva za javno upravo, Upravne Akademije in neposredno pri organih. Z diplomskim delom želim predstaviti odraz centralne organizacije predsedovanja na Stalnem predstavništvu Republike Slovenije pri Evropski uniji v Bruslju. Cilj diplomske naloge je predstavitev projekta predsedovanja Slovenije Svetu Evropske unije, poudariti pomembnost projekta in izpostaviti odražanje centralne organizacije predsedovanja na Stalnem predstavništvu Republike Slovenije pri Evropski uniji v Bruslju.

Title:HUMAN RESOURCE INFORMATION SYSTEM IN THE PERMANENT REPRESENTATION OF THE REPUBLIC OF SLOVENIA TO THE EUROPEAN UNION
Abstract:This thesis presents some of the organizational problems that the Slovenian's Presidency of the Council had on the work activities of the Permanent Representation of the Republic of Slovenia to the European Union in Brussels. It takes account of the all types of human sources (functionaries and temporary contract agents) that were available in Slovenian public administration during the 3 principle phases of the presidency including preparation, the presidency and its aftermath. Human resource planning for the Presidency was based on resource plan which dealt with the period before, during and after the Presidency. This plan was developed within a specific staff regulation, which included the allocation of staff and a training map for the people involved in the project. The human resource plan provided for different groups of staff with specific responsibilities which included: staff dealing with tasks directly concerned with the presidency, staff responsible for logistic organization of events, staff involved in communication with the public, provision for translators and interpreters, Staff dealing with the coordination and preparation of the Presidency, those staff dealing with public tenders, budget staff, and staff based in the embassies in the countries of European Union. The human resource management strategy and the staff regulation were the legal basis for recruiting people for the tasks concerning the Presidency in the Permanent Representation in Brussels. Training courses were organized centrally by the Ministry of Public Administration, Public Administration Academy and directly by ministries themselves, which followed the agreed training plan for those involved in the presidency. The goal of this thesis is to present the key milestones in the development, organisation and implementation of the human resource plan for the Slovene Presidency and how this affected the work activities of the Permanent Representation in Brussels.
